Assignment Title: Consultancy Service for Crash database system rollout and support services of Bangladesh Police

• The Government of the People"s Republic of Bangladesh has received financing from the World Bank towards the cost of the Bangladesh Road Safety Project (BRSP) under Roads and Highways Department and intends to apply part of the proceeds for the following Consulting Service:

Consultancy Service for Crash database system rollout and support services of Bangladesh Police [SP(BP)-03]

• The objective of this assignment is to support the Government of Bangladesh in the supply, configure, implementation, piloting, and phased national roll-out of a comprehensive National Crash Data Management System, based on a suitable Commercial Off-the-Shelf (COTS) solution that will be used by all Government road safety stakeholders of Bangladesh. The TOR for the assignment is available on the website www.rhd.portal.gov.bd and at QR Code printed beside:
• The Roads and Highways Department now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Service. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
• A Consultancy Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS-International) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020” and based on the following criteria:
• Core Business and Years in Business.
• Relevant Experience: Applicants should demonstrate experience in similar assignments in last ten years.
• Technical and Organizational Capabilities.
• The attention of interested Consultants is drawn to Paragraph 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020”.
• An Applicant may associate with other consultant(s) to enhance their qualifications, however this is not mandatory.
• Expression of Interest (EOI) applications shall be submitted by 02:00 pm (Local time), 09 April 2026, in sealed envelope delivered to the address below and be clearly marked “Request for Expression of Interest for selection of Consulting Service for Crash database system rollout and support services of Bangladesh Police [SP(BP)-03]”:
