Qualifications and Experience of the Firm and Key Staff

1. Firm Qualifications & Experience

• Tenure: Minimum 10 years of overall operations and 10 years specifically in MIS/information system development.
• Domain Expertise: Proven track record in government or donor-funded social sector projects (Social Protection, Health, or Child Welfare).
• Project History: At least 3 similar MIS projects in the last 7 years. At least one must be a large-scale contract (e.g., >BDT 2 Crore).
• Certifications: Must hold ISO 9001:2015, ISO/IEC 27001:2013, and CMMI Level 3 or higher. BASIS membership is preferred.

2. Technical Capabilities

• Architecture: Scalable, web-based system with mobile responsiveness or dedicated apps.
• Interoperability: Proficiency in API/Web Services for integration with National ID databases and payment gateways.
• Security: Mastery of secure coding, data encryption, and compliance with national ICT security guidelines.
• Scale: Demonstrated ability to manage tens of thousands of beneficiaries and hundreds of concurrent users.

Bidders are encouraged to provide a Skills Matrix mapping staff to project tasks. Evaluation focuses on the combined strength of the team; however, a lack of critical security or architectural expertise will be a disqualifier. MoWCA reserves the right to interview proposed personnel to verify competence.
