The Government of the People"s Republic of Bangladesh (GoB) has received a credit/loan from the International Development Association (IDA) towards the cost of “Chattogram Water
Supply Improvement Project (CWSIP)”, to be implemented by Chattogram WASA and intends to apply a part of the proceeds of this credit for the services of an Environmental
Safeguard Specialist.
Scope of Services: Environmental Safeguard Specialist will be appointed at the PMU and s/he will broadly provide technical support and services to implement the Environmental
Management Framework (EMF) of the project through supervision, co-ordination among various agencies and environmental experts associated with the project and to ensure the integration of
Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) measures into the project design and implementation plans and to implement, manage and update the Environmental
and Social Management Plan (ESMP) and Environmental and Social Commitment Plan (ESCP) following the World Bank ES requirements and Government of Bangladesh’s rules and policies. The detail
scope of work will include but not limited to the following tasks:
Review and help PMU to institutionally internalize the project ESCP and other ES documents in view of the relevant national legal framework and requirements of the World Bank;
Identify scope and areas of application of the ESCP, other ES documents in project process including responsibility of the PMU;
Review, update and coordinate with project schedules for selection, design and implementation of civil works and other tasks, vis-a-vis the process tasks required for land taking, and
preparation and implementation of environmental and social commitment plans;
Assist PIU to review and approve package-wise ES Management Strategy and implementation plans (ES-MSIPs) and Contractor’s-ESMP submitted by the contractors. Also assist to review monthly
progress reports received from construction contractors and Supervision Consultants, provide feedback for improvement, undertaking more detailed planning and following them up to ensure
compliance, corrective actions or operationalization of penal provisions/ sanctions in case of non- compliance or delays;
Assist PIU in ensuring Occupational Health and Safety (OHS) measures in line with the Labor Management Procedure (LMP) of the project including (a) identification of potential hazards to
project workers, particularly those that may be life threatening; (b) provision of preventive and protective measures, including modification, substitution, or elimination of hazardous
conditions or substances; (c) training of project workers and maintenance of training records; (d) documentation and reporting of occupational accidents, diseases and incidents; (e) emergency
prevention and preparedness and response arrangements to emergency situations; and (f) remedies for adverse impacts such as occupational injuries, deaths, disability and disease.
Ensure the integration of ESIAs and ESMPs measures into the sub-project design and implementation plans such as contract documents, maintenance contracts etc.
Review various Environment and other documents submitted by consulting firms with regard to their compliance with the ESMF/ESIAs/ESMPs, various environmental issues and the adequacy of
management measures and provide necessary guidance to consultants in improving the reposts prior to forwarding to The World Bank for necessary approval / clearance;
Carry out regular visits to sub-project implementation sites to monitor ES implementation across work-packages based on contractor obligations detailed in the agreements and bid documents
in compliance with ESMF, site specific EMPS and other ES instruments
Maintain a data base in a standard form, on the status of various environmental activities of the sub-project (clearances, compliances, ESIA reports, progress reports, etc.) and update the
same on regular basis;
Support the PIU in taking action on any grievance related to ES received by the project and following it up and ensuring its satisfactory closure;
Support PIU to develop strategies, initiate activities to promote community awareness on EHS risks, mitigation/ prevention and management measures
Design and organize training programs on environmental issues for capacity building of CWASA officials and other stakeholders.
Contribute in translation and interpretation of the ESCP, other ES documents and disclosure of the same across the project area using appropriate communication method;
Under the supervision of the Project Director, use Environmental and Social Commitment Plan (ESCP) as a key tool to work with PMU to effectively assess environmental risks, evaluate all
relevant information, and recommend solutions to comply with the Bank"s ESF;
Prepare/Review Environmental compliance related part of Bid documents of different works packages under the project;
Review the process for site selection, design, construction and the activities for community consultation, environmental and social screening and impact assessment, and related reports and
plans;
Design and develop environmental safeguards compliance supervision and monitoring system and ensure regular data collection on the monitoring indicators as the project progresses;
Monitor the fulfillment of the site-specific environmental policy requirements with respect to all project activities;
Develop specific guidance and analysis to ensure adherence to environmental safeguard policies that will include issues related to environmental impact assessments, O&H, biodiversity,
natural habitats, etc.;
Obtain all relevant government clearances on Environmental Impact Assessments from Department of Environment (DOE);
Ensure the project reporting on safeguards related components are in conformity with the requirements of the ESCP/ESMP and any other relevant agreements;
Provide support to project staffs for planning, implementing and ensuring environmental and social safeguard compliances as per Environmental and Social Management Framework (ESMF)/
Environmental and Social Commitment Plan (ESCP) adopted for the project;
Provide safeguards supervision and monitoring support from environmental perspective to the project consultants and contractors, technical support for the screening of sub-projects for
environmental risks, impacts, and vulnerabilities and identify risk management opportunities/strategies, including in Occupational and Community Health and Safety and climate change adaptation
and mitigation;
Prepare/Update/Review all safeguard documents (i.e. ESIA, C-EMP, ESCP, LMP etc.) during project implementation and forward to World bank for their review, guidance and clearance;
Design and develop public consultation and engagement plan and participate in public consultations, disclosure workshops and stakeholder engagement process;
Organize and supervise the preparation of environmental and social impact assessments, measures for mitigating and management of environmental risks, and monitoring of environmental
safeguards’ action planning;
Provide advice and comments on environmental safeguards related documents (i.e., TORs; EIA, ESCP, EMP, including their variations; Environmental Monitoring reports, etc.) and other
technical issues in the projects;
Contribute in designing and conducting training for the project staff, conduct environmental due diligence and compliance reviews; and
Any other task assigned by the Project Director/ Project Management as and when required.
3. Duration: The duration of the consultancy services is tentatively 48 (forty eight) months.
4. Selection Procedures: Chattogram WASA now invites the eligible Applicants to submit the Expressions of Interest (EoI) along with the detailed financial proposals for
providing the services. The interested Applicants need to provide information demonstrating that s/he has the required qualifications and relevant experience to perform the services. The
selection criteria are:
a) Educational qualifications: Master’s degree or equivalent in Environmental Engineering/ Environmental Science or relevant field of study.
b) General Experience: 12 (Twelve) years of work experience as Environmental Specialist/Environmental Safeguard Specialist in Development Projects.
c) Specific Experience: Minimum 05 (Five) years of working experience as Environmental Specialist/Environmental Safeguard Specialist in World Bank’s funded Infrastructure
projects. Projects related to water supply will get preference.
5. Applicants are required to submit their Expressions of Interest (EoI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding
letter briefly describing the reasons that the applicant considers him/her-self best suited to perform the assignment.
6. The attention of interested Applicants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition, September,
2023, setting forth the World Bank’s policy on conflict of interest.
7. Detailed Terms of Reference (ToR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in Chattogram

8. Selection of the Consultant will follow the procedures for Selection of Individual Consultants as described in the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition,
September, 2023.
9. Expression of Interest needs to be submitted (either through e-mail or in person or by mail) to the following address by 15:00 hours (BST) (GMT+6) on or before 08 February 2026. Please
clearly mention “Expression of Interest (EoI) for Selection of Environmental Safeguard Specialist, Package No: CWSIP/S14” in the e-mail’s subject line or
on the top of the envelope.
10. EoIs received after the last date of submission will not be considered for short listing. The authority reserves the right to accept or reject any or all EoIs without assigning any reason,
