The Government of the People"s Republic of Bangladesh (GoB) has received a credit from the International Development Association (IDA) towards the cost of “Bangladesh Environmental
Sustainability and Transformation (BEST) Project” to be implemented by the Department of Environment (DoE) under Ministry of Environment, Forest and Climate Change (MoEFCC) and intends to
apply a part of the proceeds of this credit to hire a Senior Financial Management Specialist for the project as an Individual National Consultant.
Scope of Services:
The consultant will closely work at the Project Management Unit (PMU) under the DoE to help implement the project successfully. The scope of services of the consultant includes, but not limited
to:
The major responsibilities/ accountabilities of the FMS consultants include, but not limited to:
Support the project team in preparing annual Work Plan of the project. Prepare project’s annual Cash Plan on the basis of Work Plan.
In accordance with the Government budgeting rules and regulations, prepare annual budget estimates and revised budget estimates based on Work Plan/Cash Plan. Submit the budget estimates to
Planning and Development Department for inclusion in Annual Development Plan of the relevant year. Follow-up for the release of approved budget.
Upload annual budget on iBAS++ and prepare monthly monitoring reports comparing actual expenditure against the budget. Highlight weak performing areas for attention of PD.
Prepare annual and quarterly disbursement forecasts for all components of the project in line with project’s procurement plan and Work Plan/Cash Plan.
Review and finalize, in consultation with DoE/WB, costings and all the cost items of the DPP of BEST project in line with GoB Economic Code and procedures.
Assist Project Preparation Team on any modification/update of DPP budget line.
Preparation of Statement of Expenditure (SoE), cash flow forecast and submission of withdrawal application to claim funds from the World Bank;
Processing project transactions directly through iBAS++ and disbursement of funds through the Designated Account (CONTASA);
Track project expenditure undertaken, if any, at District Accounts Offices (DAO) and Upazilla Accounts offices (UAO) and book actual expenditure for any transfers/advances;
Ensure efficient records management, petty cash/advance and fixed asset register and arrange for the annual and periodical inventory of the assets and updating of the records.
Submission of Monthly Project Accounts to the responsible Chief Finance and Accounts Office (CFAO) within 10 days of the end of each month;
Funds Management
Prepare cash forecasts on quarterly basis in coordination with the project team and submit to the donor for advance and replenishment of advance.
Prepare and process withdrawal application in accordance with the Bank’s Disbursement
Guidelines under the IUFR-based electronic disbursement method.
Track funds and follow up with Bangladesh Bank and the World Bank to ensure timely credit of funds into the project’s assignment account.
Expenditure/Payment Processing
Ensure compliance with internal control framework (Operations Manual, SOPs and the Bank’s fiduciary guidelines etc.) and government rules and procedures while processing payments.
Analyze, plan, design, implement, and monitor a system to augment internal controls in line with best practices in the process of payment and expenditure management.
Apply pre-audit checks on all payments before payment from the assignment accounts
including budget availability, sanction of competent authority and compliance with applicable financial rules & regulations.
Ensure that No Objection Letter (NOL) is obtained from the Bank for every prior review
activity before processing any payment.
Ensure that only eligible payments are forwarded for PD’s approval and draw funds from the assignment or designated account.
Manage financial aspects of the contracts under implementation, including payment terms,
purchase orders and variation orders.
Accounting and Record Management
Record all transactions timely and accurately in the books of accounts (both in BDT and US$) and ensure that no expenditure remained unaccounted;
Maintain accounts on cash basis as per government accounting procedure i.e. New Accounting Model and CGA’s approved Financial Management Manual;
Maintain FAMS software being implemented at the project;
Oversee the process of entering transaction level data in FAMS and generating vouchers from the system;
Ensure up-to-date maintenance of adequate registers, books of accounts and records in appropriate order and format to meet the government and donors’ requirements and to facilitate
classification and analyzing the financial information for monitoring the project progress;
Prepare supplementary record which provides timely and up-to-date financial information of community contracting and consultancies;
Maintain petty cash and ensure maintenance of separate petty cash book and petty cash vouchers and compliance with petty cash SOPs approved by the World Bank;
Prepare monthly bank reconciliation statements of assignment account both in BDT and US$;
Reconcile the expenditure on government prescribed format with the office of Accountant
General on monthly basis;
Be the payroll manager and process monthly payroll of project employees. Ensure proper payroll controls are applied and the payments are made directly in the Bank accounts;
Prepare and process monthly payroll and submit to Project Director for approval prior to making any payment under salaries;
Ensure that the fixed assets records are maintained for the project identifying location and user of each asset and arrange for the annual and periodical inventory of the assets and
updating the records;
Ensure safe custody of all financial records for review by Bank Missions, third party monitoring agents and external & internal auditors;
Financial Reporting
Prepare monthly/quarterly financial summaries and submit them to Project Director in time for review and approval;
Prepare annual financial statements as per Cash Basis IPSAS and submit them to the Auditors within two months of the close of each financial year;
Prepare periodic financial reports specified under the Legal Agreement or recommended by the World Bank;
Ensure that all government financial reporting requirements are complied with, specifically;
Schedule of Cheques prepared and submitted to Project Director for onward submission to the office of Accountant General;
Statement of Receipts and Payment as per CoA prepared and submitted to Project Director;
Submission of Interim Unaudited Financial Reports (IUFR) from iBAS++ with supporting bank reconciliation within 45 days of the end of each semester for submission to the World Bank;
Audit
Make arrangements for timely initiation and completion of audit of project and provide support to the auditors in providing necessary response to audit queries;
Ensure that the project is adequately reflected in audit plan of internal auditors and that internal audit is periodically conducted in accordance with the internal audit plan;
Prepare necessary documents and annual financial statements for the audit of the project accounts by FAPAD;
Cooperate with World Bank, Government and other partners to improve project financial
management, particularly in terms of following up the action points agreed in the project legal documents, Aide Memoires and the reports submitted by external and internal auditors;
Attend entry and exit meetings with external auditors, facilitate timely completion of audits by arranging timely submission of annual financial statement in appropriate format, supply of
information and documents responding to queries, initiate actions for holding tripartite meetings and coordinating with various units of MoEFCC in meeting audit objections;
Prepare clarifications to external audit observations and follow up regularly with FAPAD for resolution of audit observations;
Prepare working papers on audit observations raised by external auditors and arrange to
convene Departmental Accounts Committee (DAC) meeting to settle the audit observations to the extent legally and logically possible;
Qualifications
Academic: Minimum M. Com/ MBA/ master’s degree in accounting/finance from any Nationally recognized University. An advanced degree in ACCA/CA/ICMA/CPA/ will be given priority.
Professional: Associate or member of a Professional Accountancy Organization (PAO) recognized by the International Federation of Accountants (IFAC) will be an advantage.
Experience
At least 12 (twelve) years’ experience in financial management out of which at least 5 (Five) years in the Financial Management Specialist/Consultant in the IDA or similar donor funded
project, being actively involved and fully conversant with large contract payments, GoB budget and planning procedures, Development Program Proposal fundamentals, rules and regulations of the
Government for budgeting, fund release, accounting, financial reporting and auditing and authorization for use of donors’ funds;
Familiarity with the usage of Integrated Budget and Accounting System (iBAS++);
Knowledge and understanding of Government Financial Rules (GFR) and donor-fund requirements;
Prior experience of donor funded, and public sector projects will be accorded due weightage;
Excellent writing and communications as evidenced by a body of written work. Demonstrated Computer Skill (Proficiency in using computer desktop application MS Office (Word, Excel, and Power
Point);
Skill analysis of proposals using formulas in Excel or other similar software. Hands-on experience in accounting software will be an added advantage;
Strong and proactive interpersonal communicative skills, experience in team leadership and participatory management;
Duration
The duration of the contract will be 29 months, with possibility of extension depending on performance of the consultant, availability of budget and business needs Commencement of the Service:
01 February 2026 (Indicative).
Reporting
The Consultant will report directly to the Project Director.
Place of Working
Primarily at DoE HQ with field visits all over Bangladesh if required.
Logistics Support
Project will provide office space, logistics and institutional support to the consultant in carrying out the assignment.
Payment:
This is a time-based contract, and payments will be made monthly (that is, payments made each month will be for services rendered during the immediately preceding month), supported by the
submission of time sheets by the consultant.
Selection Method
a) A consultant will be selected in accordance with the procedure for ‘Individual Consultant Selection’ that is set out in the ‘Procurement Regulations for IPF Borrowers (July 2016,
Revised February 2025).
Special attentions are drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on Conflict of Interest, and
Section III, paragraphs 3.21-3.24 of the Procurement Regulations setting forth the World Bank’s policy on Eligibility, including the specific pre-requisite conditions to be met for the
eligibility, on exceptional basis, of Government officials and civil servants of the Borrower’s country under consulting contracts in the Borrower’s country.
b) Individuals who are currently working as consultants on another World Bank-financed project may also compete in this selection process, but if they are selected they will be required before
signing the proposed contract to provide documentary evidence of having satisfactorily complied with their existing contract’s requirements with respect to early termination of the contract
by the consultant, including advance notice period, to avoid disruption in implementation of that project

the applicant considers him/her-self best suited to perform the assignment.
