Government of the People’s Republic of Bangladesh (GoB) has received a Dutch Grant as single donor Trust Fund from the World Bank towards the cost for the Jamuna River Sustainable Management Project-1 (JRSMP-1): Riverbank Protection and Riverbank Training (Component-1), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include modeling for reviewing and updating the detailed design, reviewing and updating of detailed design and preparation of bidding documents, construction supervision, contract managements, and administration works, preparation & implementation of Land Acquisition Plans (LAPs) and Resettlement Action Plans (RAPs), monitoring the implementation of the Environmental and Social Management Plan (ESMP) and overall project management support including project database development & maintenance including managements information system (MIS) as well as capacity building thorough workshops/ seminars and trainings.
The detailed Terms of Reference (ToR) for the assignment can be found at the following address and website: http://bwdb.gov.bd/live-tender. The duration of the assignment will be about 27 (Twenty-Seven) Months. The assignment is expected to commence on October, 2025.
The Bangladesh Water Development Board (BWDB) now invites eligible consultancy firms (“Consultants”) to indicate their interest in providing consultancy services for Construction Supervision & Monitoring. The Interested Consultancy firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Consultants are requested to submit at least the following supporting documents in support of the above-mentioned criteria: (a) The Firm"s Incorporation/Trade/registration documents from the country of the firm Registration documents from the country of the firm; (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last 3 years; (e) List of the firm’s in-house/regular staff with relevant expertise; (f) description of experience of similar assignments (including nature, scope of services, contract amount, name of employer, period of contract (date of contract signing to date of completion); funding agency(s), location /country of service etc.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (Fifth Edition, September 2023) (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. The qualifications of sub-consultants will not be considered in the EOI evaluation and Shortlisting process. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected, and it is preferable to limit the maximum number of JV partners to 04 (four) including the Lead Firm. In the case of an association (JV or Sub-consultancy), the Consultants must explain in the EOI submission including (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or sub-consultants in the association. Failure to provide the above explanation in the EOI may risk the association not being shortlisted for the assignment.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) procurement method set out in the Procurement Regulations and the Contract will be Time Based.

Duly completed Expressions of Interest (EoI) in hard copy (01 original + 02 copies) and one (1) soft copy (PDF Format) in a Pen Drive must be delivered to the address mentioned below, clearly mentioning the name of the assignment, in sealed envelopes at or before14:30 hours (Bangladesh Standard Time) on May 29, 2025.
The PE reserves the right to reject all EOIs or annul the short-listing process at any stage without showing any reason.
