Request for Expression of Interest (Consulting Services - NGO Selection)

Assignment Title : Selection of NGO for Community Mobilization and Livelihood Skills Training

for Gender Based Violence (GBV) Prevention and Response.

• The Government of Bangladesh has received financing from the World Bank toward the cost of the ISO project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) will be carried out by a selected NGO to implement comprehensive community mobilization and livelihood initiatives across all districts and upazilas of Chattogram Division. The assignment focuses on GBV and child marriage prevention and response, livelihood skills training with market linkages, and community awareness programs, targeting the host community.
• The selected NGO will be responsible for the following service, but not limited to (Details in TOR) :
• Implement the SASA! Together model in all districts, upazilas, and unions of Chattogram Division, Provide livelihood skills training.
• Support for entrepreneurship through market linkages, business mentoring, and financial literacy.
• Selection Procedure and Form of Contract

The Agency/firm will be selected using the Quality and Cost Based Selection (QCBS) method in accordance with the World Bank Procurement Regulations for IPF Borrowers (February 2025), available at World Bank Procurement Regulations. The contract will be a Consultancy Service Contract, and payments will be made based on the submission of deliverables for each semi-annual installment within each year.

A. General Experience

a) Single entity: During last 10 years, minimum 3 years’ experience in implementing community mobilization, GBV prevention (mandatory) and livelihood programs (mandatory), and/or related social development initiatives in single contract or different contracts in Bangladesh.

b) Experience in preparing and implementing community mobilization tools (e.g., SASA! Together), social inclusion programming, and monitoring, evaluation and reporting systems in Bangladesh.

c) Joint Venture (JV): The Lead Partner must have at least 3 years’ experience in any area mentioned in sub-paragraphs (a) above. Each non-Lead Partner must have at least 3 years’ experience in any other areas. The JV shall not consist of more than four (4) NGOs in total, including the Lead Partner. All JV partners together shall meet the above requirement.

d) The single entity or, in the case of a JV, any partner must have relevant work experience of minimum 3 years within the last 10 years in the proposed working District or Upazila levels of the Chattogram Hill Tracts areas.

B. Relevant Experience

a) Single entity: Must have successfully executed within the last 10 years at least cumulative contract valued at BDT 10 crore in areas such as enhancing access to skills (technical, soft/life skills) development, enhanced livelihoods for youth (especially females), communication, promoting climate and environmental knowledge/awareness and business models, monitoring, evaluation, survey, training and related areas, which must include both GBV prevention and livelihood training. Each contract can cover one or more than one area indicated.

b) Joint Venture: The above skill set should be met jointly by the JV partners. The Lead Partner must have successfully executed within the last 10 years at least cumulative contract valued at BDT 6 crore; each non-Lead Partner must have successfully completed at least one contract valued at BDT 1 crore in the last 10 years in the areas indicate above. Other requirements remain the same as for a single entity.

c) Experience may be in Bangladesh and/or in a similar economic or social context, but at least one contract must demonstrate in any one area of expertise indicate in para B (a) in Bangladesh.

d) For completed contracts, the applicant must submit the complete contract/agreement including the scope of services or terms of reference, along with a Completed Task/Work Certificate issued by a competent authority clearly stating the package name, services, contract start and end dates, location, and contract value. Contracts implemented with the applicant’s own funds will not be considered.

C. Experience with Government/Donor Projects

The single entity or the Lead Partner of a JV should have successfully implemented at least three (3) contracts/projects funded by the Government of Bangladesh (GoB) and/or a Development Partner/donor during last 10 years.

D. Multiple EoI Submissions

If any single entity and/or the Lead Partner of the JV and/or any partner of the JV submits more than one Expression of Interest (EoI)—either individually or as a JV partner—all such EoIs will be rejected. However, this does not preclude a firm’s participation as a sub-consultant in this package.

• NGO will be selected in accordance with the Consultant"s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
