Subject: Request for Expressions of Interest (REOI) for “Monitoring & Evaluation (M&E) Specialist ((Package No.: SD/TARAPS-PIU/02)” of ‘Technical Assistance for Repurposing of Agricultural Public Support Towards a Sustainable Food System Transformation in Bangladesh (TARAPS)’ Project.

The People’s Republic of Bangladesh has received a grant from the World Bank towards the cost of the ‘Technical Assistance for Repurposing of Agricultural Public Support towards a Sustainable Food System Transformation in Bangladesh (TARAPS)’ Project and intends to apply part of the proceeds towards payments for consulting services to be procured under the project. The following consultants (national) will be recruited on the basis of individual capacity.

2. Scope of Services:

(i) M&E System Design & Implementation

• Finalize the project’s Results Framework (RF) using World Bank PDO indicators along with TAPP provision:
• Farmers receiving input access via e-vouchers.
• Farmers adopting PARTNER-promoted CSA practices (e.g., GAP, high-yield rice, efficient irrigation).
• Share of women beneficiaries.
• Develop M&E Plans and TOR for:
• E-voucher pilot impact evaluation (fertilizer efficiency, GHG reduction).
• Cost-benefit analysis of CSA adoption.
• Public expenditure tracking (Component 2).
• Implement Iterative Beneficiary Monitoring (IBM) per World Bank guidelines:
• Monthly beneficiary feedback collection via digital surveys.
• Rapid reporting on challenges (e.g., exclusion risks, gender barriers).

(ii) Data Management & Analysis

• Design digital tools for real-time data collection.
• Maintain a centralized M&E database (i.e., e-voucher system, integrated Budget and Accounting System)
• Conduct data quality audits and ensure national GDPR (General Data Protection Regulation)-compliant data protection.

(iii) Evaluation & Reporting

• Lead baseline, midline, and end line evaluations for impact assessment.
• Assisting in produce reports: (not limited to)
• Annual PDO progress reports (aligned with World Bank templates).
• Case studies on CSA adoption and gender inclusion.
• Support rigorous impact evaluations (e.g., e-voucher subsidy options) by external firms – draft TOR and selection criteria, arrange internal data, monitor the implementation progress.

(iv) Capacity Building & Coordination

• Train PIU staff, DAE officers, and partners on M&E tools and IBM.
• Coordinate with project team and other stakeholders.
• Facilitate learning workshops to disseminate findings.

3. Educational Qualification:

• Minimum Master degree in Agricultural Science/ Economics/ Statistics or related subjects.
• Advanced degrees in relevant subjects will be Preferred

4. Specific skills and Experience:

• Minimum 10 years of work experience in planning, organizing, monitoring & evaluation programs in government/autonomous/private/ international organizations.
• At least 5 years of work experience in M&E and/or related activities in donor funded agricultural development projects.
• Experience in preparing log frames, output and outcomes indicators, and developing monitoring formats as well as other strategic approaches to M&E.
• Should have experience in preparing Terms of Reference for hiring consultants and consultancy services.
• Well-experienced in database management with strong analytical skills.
• Advanced Computer & ICT literacy and skills (MS Word, Excel, and PowerPoint, other essential computer & ICT skills, etc.).
• High level of proficiency in written and spoken English and report writing.
• Experience in development and/or operation of digital project monitoring tools (i.e., IBM, GEMS, and so on) will be an advantage.

5. The TARAPS project now invites eligible applicants to indicate their interest in providing the services. The Applicants are requested to submit their: (a) CV (Curriculum Vitae) along with all the supporting documents (i.e., academic and experience certificates), which will indicate that they are qualified to perform the assignment; (b) expected remuneration and (c) submission letter as per standard format as mentioned in DAE website (www.dae.gov.bd/).

6. The Specialist will be selected in accordance with the “World Bank Procurement Regulations for IPF Borrowers (July 2016), revised February 2025”. The duration of the contract will be 20 (Twenty) months or up to the closing date of the project.

7. Expression of Interest (EOI) shall be submitted by October 09, 2025, up to 3:00 PM either in sealed envelope clearly marked in the email’s subject line or on top of the envelope or through email sent to the following undersigned address. EOIs received after the last date and time of submission will not be considered for short listing.

8. The Project authority reserves the right to accept or reject any or all EoIs without assigning any reason whatsoever.
