Subject: Request for Expressions of Interest (REOI) for “CSA Specialist (Package No.: SD/TARAPS-PIU/01)” of ‘Technical Assistance for Repurposing of Agricultural Public Support Towards a Sustainable Food System Transformation in Bangladesh (TARAPS)’ Project.

The People’s Republic of Bangladesh has received a grant from the World Bank towards the cost of the ‘Technical Assistance for Repurposing of Agricultural Public Support towards a Sustainable Food System Transformation in Bangladesh (TARAPS)’ Project and intends to apply part of the proceeds towards payments for consulting services to be procured under the project. The following consultants (national) will be recruited on the basis of individual capacity.

2. Scope of Services:

• Responsible to Project Director, and respective Component Directors.
• Conduct assessment and plan of the farmers participating in e-Voucher pilot to support additionally for adoption of CSA practices promoted by PARTNER project.
• Plan and conduct training on CSA practices along with result framework of this project for capturing diversification, GAP adoption and implementation of efficient irrigation practices promoted by PARTNER project.
• Preparation for CSA report.
• Any other responsibilities as assigned by the Component Director or required to fulfill the services

3. Educational Qualifications

• Minimum MS in Agricultural Science/Climate Change/Environmental Science/Natural Resources Management or related field.
• Advanced Degrees will be Preferred.

4. Specific skills and Experience:

• Minimum 10 years in relevant field in government/autonomous/semi-autonomous/ private/ international organizations.
• About 05 years’ experience in promoting effective climate-resilient agricultural practices at farmers field throughout the country.
• Field level execution of CSA and/or GAP practices under donor funded agricultural projects will be an advantage.
• Having knowledge and/or experience in conducting relevant training under donor funded projects will be an advantage.
• Prominent level of proficiency in written and spoken English.
• Ability to travel countrywide for field assignments.
• Proactive, self-starting and strong attention to detail.
• Advanced Computer & ICT literacy and skills (MS Office and other essential computer & ICT skills, etc.)

5. The TARAPS project now invites eligible applicants to indicate their interest in providing the services. The Applicants are requested to submit their: (a) CV (Curriculum Vitae) along with all the supporting documents (i.e., academic and experience certificates), which will indicate that they are qualified to perform the assignment; (b) expected remuneration and (c) submission letter as per standard format as mentioned in DAE website (www.dae.gov.bd/).

6. The Specialist will be selected in accordance with the “World Bank Procurement Regulations for IPF Borrowers (July 2016), revised February 2025”. The duration of the contract will be 20 (Twenty) months or up to the closing date of the project.

7. Expression of Interest (EOI) shall be submitted by October 09, 2025, up to 1:00 PM either in sealed envelope clearly marked in the email’s subject line or on top of the envelope or through email sent to the following undersigned address. EOIs received after the last date and time of submission will not be considered for short listing.

8. The Project authority reserves the right to accept or reject any or all EoIs without assigning any reason whatsoever.
