Subject: Request for Expression of Interest (REOI) for 1. “Financial Management Consultant)” (Package no. BSTRONG/DAE/FMS/S-01); National-timebased 2. “Junior consultant (Project Associate)” (Package Number: BSTRONG/DAE/JC/S-05) ;National-timebased of “Bangladesh Sustainable Recovery, Emergency Preparedness and Response Project (B-STRONG)-Agricultural System Restoration Component.

The Government of the People"s Republic of Bangladesh (GoB) has received a credit from the International Development Association (IDA), World Bank towards the cost of the ‘Bangladesh Sustainable Recovery, Emergency Preparedness and Response Project (B-STRONG)-Agricultural System Restoration Component’ project and to be implemented by the DAE and intends to apply a part of the proceeds of this credit for the 1. “Financial Management Consultant” (Package no. BSTRONG/DAE/FMS/S-01); National-timebased 2. “Junior consultant (Project Associate)” (Package Number: BSTRONG/DAE/JC/S-05); National-timebased.

1.Scope of Services:

“Financial Management Consultant” (Package no. BSTRONG/DAE/FMS/S-01)

The specialist will assist PD, DAE and DPD, BADC by providing guidance in reviewing the Development Project Proforma (DPP), the Project Appraisal Document (PAD) and the Financing Agreement and determine his/her duties, roles, responsibilities, and scope of services under the Project. Any other relevant tasks assigned by PD and DPD.

Junior consultant (Project Associate) (Package Number: BSTRONG/DAE/JC/S-05)

The Consultants will review the Development Project Proforma (DPP), the Project Appraisal Document (PAD) and the Financing Agreement, and determine his/her duties, roles, responsibilities, and scope of services under the Project. The specialists will support the PD and DPD of BADC with day-to-day administrative tasks, coordination, and organization of meetings, workshops, and training sessions

2.Duration

The Consultant shall perform the Services for 36 months or up to project closing date, whichever is earlier. However, the duration will depend on performance of the individual in this position.

3.Educational Qualification:

Master of Commerce in Accounting, Finance, Management, Business Administration (major in accounting/ finance), or MBA with major in Accounting/Finance. Candidate having fully or partly professional accountancy degree (CA/ACCA/CMA/ equivalent) recognized by the International Federation of Accountants (IFAC) will get preference.

Minimum bachelor’s degree in Business Administration, Project Management, Engineering, ICT, or relevant field. Masters in relevant field is preferable.

4.Specific skills and Experience:

•At least 10 years’ post qualification experience in financial management of which at least 5 years in a managerial position in any government / semi government organizations being actively involved and fully conversant with the large contract payments, GoB budget, fund release and reporting formalities, knowledge regarding rules and regulations for budgeting, accounting, financial reporting and auditing.

•At least seven (7) years of work experience as a financial management specialist in government/semi-government institutions, or with international donors, implementing development projects;

•Proven track record of using at least budgeting module of the Integrated Budget and Accounting System (iBAS++), AMS, e-PMIS is mandatory

•Comprehensive knowledge and understanding in GOB audit system and knowledge of auditing software (e.g., AMMS software, Client Connection, etc.) is preferred;

  • Minimum 3 years relevant work experience
  • Basic knowledge on procurement and office management will be desirable.
  • Skills in software use and data entry.

Experience in agricultural projects is an advantage.

  • Computer and ICT skills (MS Word, Excel, and Power Point etc.) are essential.
  • Moderate level of proficiency in written and spoken English and report writing

5. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

6. Detailed Terms of Reference (ToR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in DAE’s website. (www.dae.gov.bd)

7. The consultant will be selected following the Selection of Individual Consultant method as set forth in the World Bank Procurement Regulations.

8. Expression of Interest shall be submitted (either through e-mail or sealed envelope by mail) to the following address by 13:00 on 26 August, 2025. Please clearly mention “Expression of Interest (EoI) for Selection of Financial Management Consultant (Individual) or Junior consultant (Project Associate in the e-mail’s subject line or on the top of the envelope.

9. The authority reserves the right to accept or reject any or all EoIs without assigning any reason, nay stage or whatsoever.
