The Government of the People"s Republic of Bangladesh has secured financing from the World Bank, in the amount of US$ 350 million equivalent, towards the cost of the Host and Rohingya Enhancement of Lives Project (HELP). A portion of these proceeds is intended to cover eligible payments for goods, works, non-consulting services, and consulting services to be procured under this project.

The HELP project comprises the following key components:

Component 1: Resilient Water, Sanitation, and Hygiene (WASH)

• Implementing Agency: Department of Public Health Engineering (DPHE)

Component 2: Climate and Disaster Resilient Infrastructure, Energy, and Emergency Response

• Implementing Agencies: Local Government Engineering Department (LGED), Roads and Highways Department (RHD), and Bangladesh Power Development Board (BPDB)

Component 3: Strengthening Institutional Systems to Enhance Service Provision and Support Resilient Development

• Implementing Agencies: DPHE, LGED, RHD, and BPDB

Procurement under this project will primarily follow an Open International Market Approach for eligible contracts, in accordance with the World Bank"s Procurement Regulations.

Specific procurement opportunities under the Open International Market Approach are outlined below for the respective implementing agencies:

Local Government Engineering Department (LGED):

Procurement of Goods:

• Supply of firefighting equipment for the Fire Service and Civil Defense (FSCD).
• Supply and Installation of Emergency Operation System for FSCD.
• Supply and Installation of Early Streamer Emission Lightning Protection System.

Procurement of Consulting Services:

• Design & Supervision Consulting Services (firm).
• Monitoring and Evaluation Consultancy Services (firm).

Roads and Highways Department (RHD):

Procurement of Works:

• Construction and Improvement of Aziznagar-Lama (Gazalia) Road (Z-1007)

Procurement of Consulting Services:

• Procurement of Supervision & Resettlement Consultancy Service

Department of Public Health Engineering (DPHE):

Procurement of Consulting Services:

• Consultancy Services for Community Mobilization and Capacity Development on WASH
• Consultancy services for Monitoring, Supervision and Reporting

Bangladesh Power Development Board (BPDB):

Procurement of Goods:

• Electrification at Bhasanchar of Noakhali District Project (Solar power plant with Battery Bank-up and associated distribution system) on Turn-key Basis: Major Equipment and Material

Procurement of Consulting Services:

• Consultancy/Engineering Service (Supervision Consultancy Firm)

Procurement processes for contracts financed by the World Bank will strictly adhere to the procedures stipulated in the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 ("Procurement Regulations"). This procurement is open to all eligible firms and individuals as defined within the Procurement Regulations. The agreed initial procurement plan, along with all subsequent updates, will be publicly accessible on the World Bank"s external website upon receiving a "no objection" from the Bank.

Specific Procurement Notices for individual contracts subject to Open International Competitive Procurement will be announced as they become available. These announcements will be published on the World Bank’s external website and the national free-access website: cptu.gov.bd.
