Time Extension for Submission of Request for Bids (RFB)
This is to inform all concerned that the following amendment has been made for The Request for Bids (RFB) “Supply, Installation and Commissioning of Equipment for Semiconductor Lab (Contract Package No: EDGE-G13B1)” which was published on 15 May 2025.

2. The Bangladesh Computer Council (BCC) now invites sealed Bids from eligible Bidders for 1. Packaging Equipment, 2. Testing Equipment, and 3. Fabrication (FAB) Equipment for Semiconductor Lab at the premises of BUET.
3. Bidders may Bid for one or several contracts, as further defined in the Bidding document among (i) Lot-1: Supply, Installation and Commissioning Packaging Equipment for Semiconductor Lab at BUET, (ii) Lot-2: Supply, Installation and Commissioning Testing Equipment for Semiconductor Lab at BUET and (iii) Lot-3: Supply, Installation and Commissioning of Fabrication (FAB) Equipment for Semiconductor Lab at BUET. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30% and for Bid cost: 70% for each lot.
6. Interested eligible Bidders may obtain further information from Project Director, Enhancing Digital Government and Economy (EDGE) Project at the email address and inspect the bidding document during office hours 09.00 to 16.00 at the address given below. For the convenience of the Bidders an unofficial electronic copy of the bidding document can also be viewed at the website www.bcc.gov.bd (for inspection purposes only) but not for use in the preparation and submission of bids.
7. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Five Thousand Bangladesh Taka (BDT 5,000.00) or Forty-Five United States Dollars (US$ 45.00) for the cost of the bidding document. Bidders may collect the bidding document in English from the office address below during office working hours (from 9.00 AM to 4.00 PM BST). Bidder who would like the bidding document to be delivered to them through courier service should request this in their application and also pay an additional fee of BDT 2,000.00 for local delivery within Bangladesh (i.e., total 7,000.00 Bangladesh Taka), or additional US$ 200.00 (i.e., total 245.00 US Dollars) for overseas delivery outside Bangladesh. The method of payment will be Bank Draft or Pay Order in favor of “Project Director, Enhancing Digital Government and Economy (EDGE) Project”. In case of courier service delivery requested by the Bidder, the Purchaser will dispatch the bidding document to the Bidder through courier service within three business days of receipt of the written application and the above-specified payment. The Purchaser shall not be responsible for any delays or problems in delivering the bidding document by the courier service provider.

9. All Bids must be accompanied by a Bid Security.
For Lot-1: The amount and currency of the Bid Security shall be United States Dollar (US$) 8,000.00 (US$ Eight Thousand only) or an equivalent amount in any freely convertible currency or Bangladesh Taka (BDT) 944,000.00 (BDT Nine Hundred Forty-Four Thousand Only).
For Lot-2: The amount and currency of the Bid Security shall be United States Dollar (US$) 30,900.00 (US$ Thirty Thousand Nine Hundred only) or an equivalent amount in any freely convertible currency or Bangladesh Taka (BDT) 3,646,200.00 (BDT Three Million Six Hundred Forty-Six Thousand Two Hundred Only).
For Lot-3: The amount and currency of the Bid Security shall be United States Dollar (US$) 29,500.00 (US$ Twenty-Nine Thousand Five Hundred only) or an equivalent amount in any freely convertible currency or Bangladesh Taka (BDT) 3,481,000.00 (BDT Three Million Four Hundred Eighty-One Thousand Only).
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
