Assignment Title : Selection of Training Management Specialist

Reference No. : Package No. - S15.17

The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Economic Acceleration and Resilience for NEET (EARN) Project (P178077) and intends to apply part of the proceeds for consulting (Training Management Specialist) services.

The consulting services (“the Services”) will include but not limited to:

The Training Management Specialist will be responsible for:

  • Identifying training needs. Designing and implementing training programs.
  • Continually identify specific training needs for the stakeholders and provide support required for components of the project as appropriate.
  • Performing orientation sessions.
  • Creating leadership development programs.
  • Tracking training progress and managing training budget.
  • Assess the impact of the training.

Qualifications

  • Master’s degree in Education, Economics, Social Sciences, Arts or a related field.
  • Need to have a good understanding of social norms. Any training related to the scope of work will be an added advantage.

General Experience

  • 10 years of general working experience with any Government/ Autonomous/ Semi-autonomous Organizations or NGOs or National or International Development Partners or UN Organizations or any other development organizations.

Specific Experience

  • At least 05 years of specific experience in any skill development project funded by the world bank.
  • Direct work experience with the world bank in any skill development project will be an added advantage.
  • The specialist must have knowledge and experience in training management, monitoring and evaluation of the training activities and project implementation of government or international organization funded projects. In addition, knowledge and experience in MIS based training monitoring system will be considered as an asset.
  • Work experience in M&E development.
  • Proven track record on data analysis and report writing.

Suitability of the Assignment

  • Must have a clear understanding of NEET youth population, their needs and quality to coordinate with them.
  • Must have knowledge on how to reduce gender gaps and promote women’s economic empowerment.
  • Must possess excellent computer literacy and have working knowledge on statistical modeling, data processing and analysis software. Sound knowledge and competency in the use of spreadsheets and statistical software like STATA will be an added advantage.
  • Must be proficient in English and Bengali writing and speaking and able to communicate professionally with the donor agencies and other stakeholders.
  • Membership in any professional organizations will add advantage.

Regional/Country Experience : Bangladesh

Date of Commencement : July 2025 (Tentative)

Assignment Period : July 2025 to June 2026 with the possibility to extension of the service subject to the satisfactory performance of the consultant and mutual consent.

Place of Working : Primarily at PMU of EARN with field visits all over Bangladesh if required.

The Department of Youth Development now invites eligible Individual Consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are qualification, general experience, specific experience and subtility for the assignment.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the “World Bank Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected following the Limited Market Approach of Individual Consultant Selection (ICS) method as set forth in the “World Bank Procurement Regulations for IPF Borrowers,” dated November 2020.
