REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

For Selection of Procurement Consultant (Individual)

(Package Number: HELP/SD-2)

• The Government of the People’s Republic of Bangladesh has received credit and grant from the World Bank towards the cost of the Host and Rohingya Enhancement of Lives Project (HELP) and intends to apply a part of the proceeds of this credit for the services of an individual Consultant of Procurement Consultant.
• Scope of Services: The Scope of Services of the Consultant includes, but not limited to the following:

-Assist the Project Director to prepare the Project Procurement Strategy for Development (PPSD) in regards to collect necessary and relevant procurement data or information;

-Prepare and regularly update the Procurement Plan as and when needed through the Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system.

-Upload and update the procurement transaction using STEP; for all goods, services and works to be procured.

3. Duration: The duration of the consultancy services is tentatively 42 man month

4. Selection Procedures: Department of Public Health Engineering now invites the eligible Applicants to submit the Expressions of Interests (EoI) for providing the services. The Interested Applicants need to provide information demonstrating that s/he has the required qualifications and relevant experience to perform the services. The selection criteria are:

Qualification: Masters in Engineering/Economics/ Statistics/Law or any other related discipline. CIPS/ MPSM/ PMP degree will be preferable.

Experience: At least total 10 years of experience in carrying out Public Procurement with primary responsibilities and substantial content of higher position in practical application of internationally accepted procurement

Minimum 07 years’ experience in managing internationally competitive procurement of large scale and complex civil works under projects funded by multinational organizations such as ADB/AIIB/IsDB and particularly World Bank.

Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.

5. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World BankProcurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

6. Detailed Terms of Reference (ToR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in DPHE website(http:www.dphe.gov.bd).

7. The consultant will be selected following the Selection of Individual Consultant method as set forth in the World Bank Procurement Regulations.

8. Expression of Interest needs to be submitted (either through e-mail or in person or by mail) to the following address by 3:00 hours on March 18, 2025. Please clearly mention “Expression of Interest (EoI) for Selection of the Consultant in the e-mail’s subject line or on the top of the envelope.

9. The authority reserves the right to accept or reject any or all of the EOIs or cancel the EOI process at any stage without assigning any reason, whatsoever.
