Selection of National Procurement Consultant, Financial Management Consultant, Monitoring and Evaluation Consultant and Environmental and Social Consultant.

The Government of the People"s Republic of Bangladesh (GoB) has received a credit/Grant from the World Bank financed for Inclusive Services and Opportunities for Host Communities and Forcibly Displaced Myanmar Nationals Project, to support essential Health, Nutrition and Population services for the Host Community and Forcibly Displaced Myanmar Nationals (FDMN), being implemented by Directorate General of Family Planning (DGFP), Ministry of Health and Family Welfare intends to apply a part of the proceeds of this credit for the services of the following Individual (National) Consultants.

Procurement Consultant - 1 no. (Package No.: ISO/CS-01/2024-25) |
A graduate degree in Engineering, or Masters in Procurement/ Public Administration/ Business Administration/ or a relevant field. At least ten (10) years of work experience as a Procurement Consultant or in a procurement role within public organizations, government/semi-government institutions, international donor-funded projects, or development projects. |

Financial Management (FM) Consultant - 1 no. (Package No.: ISO/CS-02/2024-25) |
At least a master’s degree in accounting, Business Administration or Finance. Professional accounting qualifications (FCA or FCMA) will be an advantage. Membership by mutual certification or reciprocation (without appearing examination) shall not be considered educational qualification. At least ten (10) years of work experience in financial management in government/semi-government institutions, or with international donors, implementing development projects. |

Monitoring and Evaluation (M&E) Consultant - 1 no. (Package No.: ISO/CS-03/2024-25) |
A bachelor’s degree in medicine and surgery (MBBS) or a master’s degree in public health/ epidemiology/health economics/development studies/management, or a related field. At least 15 years of general experience and 10 years’ experience of professional experience in monitoring & evaluation, preferably in the healthcare or medical sector evaluation units at recognized Public/Private/NGO/International Agencies |

Environmental and Social (ES) Consultant - 1 no. (Package No.: ISO/CS-04/2024-25) |
A graduate degree in Environmental Engineering, or master’s degree in sociology/ environmental science/ natural resources management/ public health/ anthropology or any other related subject. Minimum 10 years of proven experience of which at least 5 years working with a development organization in the field of environmental and social compliance and relevant experience on ES assessment and management. |
Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the respective assignment. The EOIs will be evaluated based on the complete information provided in the detailed CV of the expert. The services are expected to start from 1 May 2025.
The detailed scope of services, responsibilities, qualifications, experiences, duration of the assignment and the selection method, Terms of Reference (TOR) are described in the Request for Application (RFA) Document . RFA and other information will be available upon request from the address provided below either through email or in person. TOR is also available in DGFP website (www.dgfp.gov.bd) and Bangladesh Public Procurement Authority website (www.cptu.gov.bd).
The attention of interested Consultants is drawn to the following of Section III of the Procurement Regulations:
Individuals who are currently working as consultant under contract on another World Bank-financed project may also participate in the competitive selection process and if selected they will be required before contract signing to provide documentary evidence of having complied with their existing contractual obligations for advance notice to the client for early termination of the contract, to avoid disruption in implementation of that project.
Expression of Interest needs to be submitted to the following address by 11:00 hours on 25 March 2025. The authority reserves the right to accept or reject any or all EOIs without assigning any reason, whatsoever.
