The Government of the People’s Republic of Bangladesh has received credit and grant from the World Bank towards the cost of the Host and Rohingya Enhancement of Lives Project (HELP) and intends to apply part of the proceeds towards payment for following consulting services to be procured under the project:

The consultant will be selected in accordance with the procedures set out in “The World Bank Procurement Regulations for IPF Borrowers” July 2016 (Revised September 2023).

The attention of interested Consultants is drawn to Section Ⅲ, paragraph, 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised September 2023), setting forth the World Bank’s policy on Conflict of Interest.

The Host and Rohingya Enhancement of Lives Project (HELP) now invites eligible applicants to express their interest in providing the requested services. Interested applicants should submit relevant information demonstrating their qualifications, including a complete CV, academic records, details of similar assignments, training, and other relevant credentials.

Interested applicants may obtain the Terms of Reference (ToR) to understand detail requirements and task upon request from the address provided below either by e-mail or in person during the office hours (09-00 AM to 05-00 PM). The ToR is also available at the DPHE website (http:www.dphe.gov.bd).

Expressions of Interest (EoI) must be submitted in writing to the address below, along with a soft copy via email, no later than March 18, 2025, by 3:00 PM. The submission should be clearly marked as "Request for Expression of Interest" and include the contract package number, the position applied for, and the applicant"s name and address.
