i. A graduate degree in engineering, public administration, business administration, or a related discipline. A master’s degree in business administration, commerce, finance, law, or procurement is highly desirable. ii. Additional professional qualifications such as MCIPS, a master’s in procurement, or any specialized degree in procurement or supply chain management will be considered an added advantage. |
i. At least 10 years of work experience as a Procurement Consultant or in a procurement role within public organizations, government/semi-government institutions, international donor-funded projects, or development projects. Alternatively, the candidate must have had responsibilities with significant procurement components, such as preparing bidding documents and requests for proposals, utilizing internationally accepted contract documents, and resolving procurement issues. ii. Extensive knowledge of the Public Procurement Act, 2006, and the Public Procurement Rules, 2008. iii. Specialized knowledge and experience in key procurement areas, including procurement of goods, selection and contracting of consultant services, and electronic government procurement (e-GP). iv. A sound understanding of principles underlying good procurement practices, including the procurement guidelines of international agencies (e.g., the World Bank) and the procurement rules and procedures of the Government of Bangladesh (GoB). v. Proven experience of at least 10 years in government procurement or roles with substantial procurement responsibilities, such as: • Preparing and using internationally accepted contract documents for goods, works, and consulting services. • Demonstrating an ability to identify and resolve procurement issues effectively. vi. Demonstrated experience in handling procurement transactions following development partner procurement guidelines/regulations (such as the World Bank Procurement Regulations), including recent updates in procurement policies and their application to projects. vii. Knowledge and practical experience with the e-GP system of Bangladesh, including: • Preparing e-tender documents. • Managing procurement processes through the e-GP portal. • Reviewing tender documents and evaluation reports. viii. Strong communication skills, with the ability to present, discuss, and resolve complex procurement issues effectively. ix. Proven ability to work efficiently in a multidisciplinary team. Proficiency in MS Word, Excel, PowerPoint, and other relevant software applications for procurement and monitoring systems. |

Project Director, ISO Component-6: BCRSR project now invites eligible applicants to express their interest (EoI) in providing the services. Applicants are advised to provide information indicating that they are qualified to perform the services (Completed CV in format with other details as applicable), ToR, application forms and format of CV are available in the website of DDM: www.ddm.gov.bd/. Detailed required academic qualifications, experience and scope of works are given in ToR. Candidates would be short listed according to the ToR which specifies the tasks to be carried out and required qualifications, experiences and other conditions. Hard copies and soft copy of Expression of Interest (EoI) must be submitted by the applicants before March 6, 2025 by 12.00 pm in a sealed envelope delivered to ISO Component-6: BCRSR Project office above-mentioned address and be clearly marked Expression of Interest for the intended position. The soft copy must be sent by email (pdbcrsrddm@gmail.com). |
