Assignment Title: Consulting Services for (A) Road Infrastructure Assessment, (B) Design of Interventions, (C) Supervision of work (D) Environmental and Social Management and (E) Land acquisition and resettlement (LAR).

Reference No: SP (RHD)-02m

1. The Government of the People"s Republic of Bangladesh has received financing from the World Bank for Bangladesh Road Safety Project (BRSP) and intends to apply part of the proceeds for the above mentioned services.

2. The Consulting Services ("the Services") include the following:

Infrastructure assessment, detailed design of safety interventions, supervision of related safety improvement works, Environmental and Social Management, and land acquisition and resettlement support to the Project Implementation Unit (PIU). The aim of the project is to achieve a targeted reduction in the country’s road traffic injuries for the fulfillment of the government"s commitments towards road safety. 3. Expected date for commencement of the services is January 2025 and the tentative duration of the entire assignment is about 36 (Thirty Six) months.

4. The EoI shortlisting criteria are:

• Core business and years in business: Applicants are requested to submit details of registration, tax identification, etc. Preferably, the single applicant or all Joint Venture (JV) members are at least five years old.
• Similar design experience: Experience in safety risk assessment, including iRAP, and designing infrastructure interventions following the Safe System approach; the minimum contract value of the services is BDT 100,000,000.00 (USD 1 million). Experience in developing countries will be an added advantage.
• Similar supervision experience: Supervision of construction of similar works in the last ten years. The minimum value of one such service contract should be BDT 300,000,000.00 (USD 3 million). Experience in developing countries will be an added advantage.
• Managerial and organization capabilities: Whether the firm adheres to the requirements of the International Good Practices or has Code of Ethics. Whether the firm is a small, specialized firm with limited staff with access to a pool of experts or a large firm with in-house experts.

5. The attention of interested Consultants is drawn to the Section III, Para 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrows, July 2016 and updated in November 2020,” setting forth the World Bank’s policy on conflict of interest.

6. A Consultancy Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations.

7. Further information can be obtained at the address of the undersigned given at the letterhead, during office hours from 9:00 am to 4:00 pm Bangladesh Standard Time (BST). Expression of Interest (EOI) must be delivered in a written form to the address of the undersigned (in person) by 1:00 pm (BST) June 24, 2024.

8. The Client will not be responsible for any expenses incurred by the firm(s) in connection with the preparation or delivery of the EOI. The procuring entity reserves the right to accept or reject all EoIs and proposals.
