1. The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Sustainable Coastal and Marine Fisheries Project (SCMFP), and intends to apply part of the proceeds toward payments under the contract for Supply of Simulator for Marine Fisheries Academy.
2. The Department of Fisheries now invites sealed Bids from eligible Bidders for Supply, Installation, Commissioning of One Set of Simulator to Bangladesh Marine Fisheries Academy located at Fish Harbour BFDC, Ishanagar, Karnaphuli, Chattogram, Bangladesh and providing operation and maintenance training to the concern personnel.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 (“Procurement Regulations”) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Project Director, Sustainable Coastal and Marine Fisheries Project, Department of Fisheries, Matshya Bhaban, Dhaka, Bangladesh, E-mail: pdscmfpdof@fisheries.gov.bd and inspect the bidding document during office hours i.e. 0900 to 1600 hours ((Local time- GMT+06:00 Hours) at the address given below. The bidding document is also available in the Notice of the website of Department of Fisheries (www.fisheries.gov.bd) and scmfp.fisheries.gov.bd, which can be downloaded for inspection and participation in the bidding process.
5. The bidding document in English may be purchased by interested Bidders upon the submission of a request through a written application or e-mail to the address below and upon payment of a nonrefundable fee of BDT 5500.00 or USD50.00 for local bidders. The method of payment will be Pay Order/Bank Draft in favor of below mentioned project bank account. The document may be sent by airmail for overseas delivery and surface mail or courier for local delivery. If urgency or security dictates, courier services may be required for overseas delivery. The cost of airmail, surface mail or courier services shall be borne by the bidder and the purchaser shall not be responsible or liable for any delay or failure of delivery of the bidding document or any kind of damage to the bidding document. The bidder may also collect the bidding document physically on payment of BDT 5500.00 in Cash/Pay Order/Bank Draft along with a written application to the address below.
The method of payment of the fee for the bidding document for foreign bidders may also be through electronic wire transfer by the bidder to the purchaser’s bank account as specified below. The fee for bidding documents requested by bidders for delivery outside Bangladesh is USD 100.00 or BD T11000.00 including airmail service charge. A copy of the electronic wire transmission confirmation must be attached, as evidence of payment, with the bidder’s application letter. Within 3 (three) working days of receipt by the purchaser of the bidder’s email with the application letter and copy of the electronic wire transmission confirmation from the concern bank of purchaser’s country, the purchaser will dispatch a complete set of the bidding documents to the bidder through courier service and also inform the bidder through email of the courier service order/tracking number. The purchaser shall not be responsible or liable for any delay or failure of delivery of the bidding document or any kind of damage to the bidding document by the courier service to the bidder.
A Bidder is also free to use the bidding document downloaded from the website for submission of its Bid, in which case the Bid shall be accompanied by a Pay Order/Bank Draft in favor of below mentioned project bank account for an amount of BDT 5500.00 or USD50.00 towards the cost of bidding document.
6. Bids must be delivered to the address below by 15:00 Hours (Local time- GMT+06:00Hours), 27 May 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 15.30 Hours (Local time- GMT+06:00Hours), 27 May 2024. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
7. All Bids must be accompanied by a Bid Security of USD 20,500.00 or an equivalent amount in a freely convertible currency.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
9. A pre-bid meeting will be held at 15.30 Hours (Local time- GMT+06:00Hours), 22 April 2024 at the address given below. Interested bidders are requested to attend the meeting. The pre-Bid meeting will also be held virtually through live video conference, for which electronic connection link is given below: Meeting ID: 819 3766 9704; Passcode: 12345. All the potential Bidders who may have obtained/acquired the Bidding Document may attend the meeting physically and also may choose to attend through video conference.
