The “Titas Gas Transmission and Distribution Company Limited (TGTDCL)” has received financing in the amount of US$ 256.301 Million (considering 1 SDR=1.32746 US$ as of 31/05/2023) equivalent from the World Bank toward the cost of the “Gas Sector Efficiency Improvement and Carbon Abatement Project”, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the Government of Bangladesh (GoB) and TGTDCL.

The project will include the following components:

Component 1: Supply Installation & Commissioning of Prepaid Gas Meters: This component will implement about 11 lac meters for domestic end users of TGTDCL. This component will also include meter testing and calibrations bench for the prepaid meters. This component will reduce the wastage of natural gas by domestic end users and contribute to sustainable economic growth of Bangladesh by efficient supply & consumption of natural gas.

Component 2: Develop Project Implementation Support & Sustainability: This component will be implemented for domestic end users of TGTDCL to reduce the wastage of natural gas by domestic end users and contribute to sustainable economic growth of Bangladesh by efficient supply & consumption of natural gas. It will support to enhance project management capacities and sustainability of TGTDCL. Further, the activities under this component include training and capacity building of TGTDCL employees.

Component 3: Emergency response: COVID-19 emergency response will provide quick, just-in-time wash & others safety services where needed to cope with the fast changing COVID-19 situation; Contingent Emergency Response Component (CERC) which will allow for rapid reallocation of loan proceeds from other project components during an emergency.

The following packages to be procured through open international competitive procurement:

TGTDCL–G1: Supply, Installation & Commissioning of Prepaid Gas Meter (11 Lac);

TGTDCL–G2: Supply, Installation & Commissioning of Meter Testing & Calibration Bench (3 nos.);

TGTDCL – S1: Consultancy Services [Project Management Consultant (Firm)];

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, www.titasgas.gov.bd, www.petrobangla.org.bd, www.cptu.gov.bd and 02 Bengali & 02 English National Newspaper for national circulation.

Prequalification/Initial Selection of suppliers and contractors will be required for the following contracts: N/A.
