COVID-19 Emergency Response and Pandemic Preparedness Project
The Government of the People"s Republic of Bangladesh (GoB) has received a credit/loan from the International Development Association (IDA towards the cost of Bangladesh: COVID-19 Emergency
Response and Pandemic Preparedness Project, being implemented by Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare and intends to apply a part of the proceeds
of this credit for the services of a Procurement Specialist (Junior).
Scope of Services:
The consultant will closely work at the Project Implementation Unit (PIU) under the DGHS to help implement the project successfully. The scope of services of the consultant includes, but not
limited to:
Prepare and update the procurement plan and other procurement transactions for the project as and when needed through the World Bank’s Systematic Tracking of Exchanges in Procurement
(STEP) system;
Prepare/review procurement documents like bidding/ proposal documents, procurement notices, bid/proposal evaluation reports, draft contracts etc. for all contract packages in accordance
with the Procurement Regulations of the World Bank and the PPA-2006 and/or PPR-2008 as laid out in the legal documents between IDA and GOB;
Assist and help the Tender/Proposal Opening Committee (TOC/POC) and Tender/Proposal Evaluation Committee (TOC/PIC) in preparing the relevant reports;
Carry out the procurement activities under the project through e-GP, where applicable;
Monitor and evaluate the procurement activities in accordance with the Procurement Plan;
Assist the PIU in overall procurement processing and contract management;
Assist the PIU to prepare different types of procurement related reports of the project;
Actively participate in all procurement related meeting with different stakeholders;
Carry out any other relevant duties/responsibilities assigned by the Project Director as and when required.
Duration: The duration of the consultancy services is tentatively 16 (Sixteen) months. May be extended as per requirement of the project if performance is satisfactory.
Selection Procedures:
DGHS now invites the eligible Applicants to submit the Expressions of Interests (EoI) for providing the services. The Interested Applicants need to provide information demonstrating that s/he
has the required qualifications and relevant experience to perform the services. The selection criteria are:
Academic Qualifications:
Academic: Graduation in engineering or Master’s in economics/ statistics/ finance/ business administration/ management/ procurement/ law or other relevant subjects.
Professional: Candidates having professional qualification in procurement will be an advantage.
Experiences:
Five (5) years’ work experience in the field of procurement management in government, autonomous or semi-autonomous agency or reputed organizations;
Training on Public Procurement (PPA-2006, PPR-2008) and e-GP.
Experience on Public Procurement (PPA-2006, PPR-2008) and e-GP (electronic government procurement) will be considered as an added advantage;
Practical experience in handling development project procurement activities will be considered as an added advantage.
Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) describing briefly the reasons that
the applicant considers him/her-self best suited to perform the assignment.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016” (“Procurement
Regulations”), setting forth the World Bank’s policy on conflict of interest.
Individuals who are currently working as procurement consultants under contract on another World Bank-financed project may also participate in the competitive selection process and if
selected they will be required before contract signing to provide documentary evidence of having complied with their existing contractual obligations for advance notice to the client for early
termination of the contract, to avoid disruption in implementation of that project.

The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 &
August 2018.
Expression of Interest needs to be submitted (either through e-mail or in person or by mail) to the following address by 14:00 hours on 19 September 2023. The authority reserves the right
to accept or reject any or all EOIs without assigning any reason, whatsoever.
