REQUEST FOR EXPRESSIONS OF INTEREST (NATIONAL)

For

Selection of Financial Management Specialist (Junior)

(Package Number: CS-9)

  • The Government of the People"s Republic of Bangladesh (GoB) has received a credit from the International Development Association (IDA) towards the cost of “Bangladesh: COVID-19 Emergency Response and Pandemic Preparedness Project”, to be implemented by the Directorate General of Health Services (DGHS) under Ministry of Health and Family Welfare (MoHFW) and intends to apply a part of the proceeds of this credit to hire a Financial Management Specialist (Junior) for the project as an Individual National Consultant.
  • Scope of Services:

The consultant will closely work at the Project Implementation Unit (PIU) under the DGHS to help implement the project successfully. The scope of services of the consultant includes, but not limited to:

  • Preparation of project budget and cash plan based on annual work plan prepared by the Project Director.
  • Preparation of statement of expenditure (SOE), cash flow forecast and submission of withdrawal application to claim funds from the World Bank;
  • Processing project transactions directly through iBAS++ and disbursement of funds through the Designated Account (CONTASA);
  • Track project expenditure undertaken, if any, at District Accounts Offices (DAO) and Upazilla Accounts offices (UAO) and book actual expenditure for any transfers/advances;
  • Ensure efficient records management, petty cash/advance and fixed asset register and arrange for the annual and periodical inventory of the assets and updating of the records.
  • Submission of Monthly Project Accounts to the responsible Chief Finance and Accounts Office (CFAO) within 10 days of the end of each month;
  • Coordinate with the UN Agencies to receive six monthly utilization reports and follow up on any refunds to be made by the UN agencies;
  • Submission of Interim Unaudited Financial Reports (IUFR) from iBAS++ with supporting bank reconciliation within 45 days of the end of each semester for submission to the World Bank;
  • Submission of Project Annual Financial Statements for audit in accordance with IPSAS cash-basis or national standard as pronounced by the Comptroller and Auditor General (C&AG) within 90 days of the end of the financial year to the Foreign Aided Audit Directorate (FAPAD);
  • Prepare Action Plan based on the recommendation of internal audit queries, and clarifications to external audit observations and submit the latter to the Audit Directorate within the stipulated timeframe
  • Follow up regularly with FAPAD for resolution of audit observations and initiate conducting of bi-partite or tri-partite meetings to expedite resolution of audit issues.
  • Ensure appropriate follow-up of compliance with legal provisions of the financial agreement and Disbursement and Financial Information Letter (DFIL) of the project;
  • Ensure up-to-date maintenance of adequate registers, books of accounts and records in appropriate order and format to meet the government and donors’ requirements and to facilitate classification and analysing the financial information for monitoring the project progress.
  • Continuously monitor and promptly address any discrepancy between physical and financial progress of procurement related activities and
  • Carry out any other relevant duties/responsibilities assigned by the Project Director as and when required.
  • Duration: The duration of the consultancy services is tentatively 16 (Sixteen) months. May be extended as per requirement of the project if performance is satisfactory.
  • Selection Procedures:

DGHS now invites the eligible Applicants to submit the Expressions of Interests (EoI) for providing the services. The Interested Applicants need to provide information demonstrating that s/he has the required qualifications and relevant experience to perform the services. The selection criteria are:

Academic Qualifications:

  • Academic: Minimum B. Com/ BBA in Accounting/ Finance and related subjects.
  • Professional: Partly qualified under any Professional Accountancy Organization (PAO) recognized by the International Federation of Accountants (IFAC) will be an advantage.

Experiences:

  • Minimum 5 (Five) years’ work experience in financial management in government, autonomous or semi-autonomous government agency or reputed organizations;
  • Familiarity with the usage of Integrated Budget and Accounting System (iBAS++);
  • Knowledge and understanding of Government Financial Rules (GFR) and donor-fund requirements;
  • Practical experience in handling development projects;
  • Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
  • The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • Individuals who are currently working as financial consultant under contract on another World Bank-financed project may also participate in the competitive selection process and if selected they will be required before contract signing to provide documentary evidence of having complied with their existing contractual obligations for advance notice to the client for early termination of the contract, to avoid disruption in implementation of that project.
  • Detailed Terms of Reference (TOR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in DGHS website (www.dghs.gov.bd)
  • The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 & August 2018.
  • Expression of Interest needs to be submitted (either through e-mail or in person or by mail) to the following address by 14:00 hours on 19 September 2023. The authority reserves the right to accept or reject any or all EOIs without assigning any reason, whatsoever.
