Scope of Work: The scope of work shall comprise all activities associated with the mechanical cleaning of tubes internally by pigging and subsequent intelligent pigging for inspection purpose of 6VDU vacuum heater 70F7001. This will be executed during 2025 decoke T&I scheduled in May/June 2025. The cleaning process involves removal of hard coke and scales from heater coils internally using pigs suitable to move inside the coils. Intelligent pigging involves high resolution UT Inspection of the tubes and bends of both radiant and convection sections. On completion of the jobs, preliminary and final cleaning and inspection reports shall be submitted. For carrying out the scope of work, contractor has to mobilize manpower, equipment, and machinery at site, prepare for installation of pig launcher and receiver at two ends of the coils for each pass. Contractor shall follow the approved documents of Method statement, Risk Assessment, Inspection & Quality Assurance plan and complete the jobs including housekeeping and demobilization within the scheduled time.

سيشمل نطاق العمل جميع الأنشطة المرتبطة بالتنظيف الميكانيكي للأنابيب داخليًا والتنظيف الذكي اللاحق لغرض فحص أدوات التسخين لسخان وحدة التقطير الفراغي رقم 70F7001. سيتم تنفيذ هذا خلال عملية الصيانة والفحص المخططة في مايو-يوليو 2025. تتضمن عملية التنظيف إزالة المترسبات الصلبة من داخل السخان باستخدام جهاز التنظيف المناسب للتحرك داخل السخان. التنظيف الذكي يتضمن فحص عالي الدقة باستخدام الموجات فوق الصوتية للأنابيب والمنعطفات. وهذا للقسمين، الإشعاعي والحمل الحراري. عند الانتهاء من الأعمال، يتم تقديم تقارير التنظيف والفحص الأولية والنهائية.

لتنفيذ نطاق العمل، يجب على المقاول تجهيز العمالة والمعدات والآليات في الموقع، والتحضير لتركيب المعدات المطلوبة لأداء الخدمات.

,MANDATORY CRITERIA
1-EXPERIENCE
Internal Cleaning by Pigging Process: The Bidder shall provide documentary evidence that they have successfully carried out minimum five (5) Heater tubes internal cleaning by Pigging operations in the last five (5) years for various process units in the Oil & Gas or Petrochemical Industry. The Bidder shall submit along with the Bid document, client letters of reference or copies of Purchase Orders or Agreements or job completion certificates issued for such work executed previously. Complete profile & credentials of the contractor shall also be attached with the bid.
Inspection by Intelligent Pigging: The Bidder shall provide documentary evidence that they have successfully carried out minimum three (3) Heater tubes Intelligent Pigging inspection in the last five (5) years for various process units in the Oil & Gas or Petrochemical Industry. (Important Note: The bidder may subcontract the intelligent pigging part of the job to reputed & experienced vendors, if the bidder lacks experience on the same. Credentials to substantiate the sub-contractor"s capability shall be submitted along with the bid. The responsibility of completing the jobs as per contract lies with the bidder.) The Bidder shall submit along with the Bid document, client letters of reference or copies of Purchase Orders or Agreements or job completion certificates issued for such work executed previously as evidence. If the bidder proposes to engage a sub-contractor for intelligent pigging, the complete profile & credentials of the sub-contractor, client letters of reference or copies of Purchase Orders or Agreements or job completion certificates issued for such work executed previously shall be submitted along with the bid.
TECHNICAL REQUIREMENTS OF INTELLIGENT PIGGING
The Bidder shall provide technical specification of their Intelligent Pigging devices and fulfill the accuracy level of thickness measurement over straight section and 180° U bends: - Coverage on inner diameter of 180° U bends shall be in the range of 35-85%. - Coverage of tube circumference on straight section shall be 90-100% The bidder shall provide a detailed method statement of the process to be carried out.
The Bidder shall provide evidence of the reporting capabilities regarding the visualization of the inspection findings: 2D and 3D Graphics of all heater tube coil sections, minimum wall thickness per segment or component in tabular form with any deterioration highlighted on remarks.

• Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
• For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
• The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

• This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
• In addition, these conditions have to be considered:
• Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
• Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
• This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
• Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
