The scope of work comprises the provision of Catalyst Dense Loading and Unidense Loading Services for various Reactors and Reformers within the Refinery. This shall include, but not limited to, provision of Specialists, supply and setting up Dense Loading and Unidense Loading machines, as required, Quality Control, testing and performance guarantee of Dense and Unidense Loaded Catalyst.
يشمل نطاق العمل لهذه المناقصة توفير خدمات التحميل المكثف للمحفزات وخدمات التحميل بتقنية ال(يوني دينس) للمحفزات لمختلف المفاعلات والمصلحات داخل المصفاة. ويتضمن ذلك، على سبيل المثال ولا يحصر لذلك، توفير الأخصائيين، وتوريد وتركيب آلات التحميل المكثف و لآلات التحميل لتقنية اليوني دينس حسب الحاجة، وضمان الجودة، واختبار ضمان الأداء للمحفزات المحملة بكلا التقنيتان.,MANDATORY CRITERIA 1-EXPERIENCE The Bidder shall have provided Dense Loading services for at least 3 (three) multi-bed Reactors" catalyst loading projects in the Oil and Gas or Petrochemical Industry during the last FIVE (5) years. Documentary evidence shall be provided to substantiate the above requirement and bidder shall submit required information as per Tender Specifications.
The Bidder shall have provided the following services: At least 2 (Two) Catalyst Loading Projects using Uni-Dense Loading Method (Reformer Tubes) in the Oil and Gas or Petrochemical Industry in the last FIVE (5) years. The applicant may subcontract this part of the service to a Subcontractor with whom they have executed previous projects jointly. Documentary evidence shall be provided to substantiate the above requirement and bidder shall submit required information as per Tender Specifications. In case of Subcontracting, previous agreements with a Subcontractor, who meets the above requirement, shall be submitted.,2-ORGANIZATION AND MANPOWER
The Bidder shall provide an appropriate organization chart for this contract, which provides the names of the Contractor’s Management, supervisory and experienced Technical Specialists, who will be executing this contract and who are on the existing “permanent roll” of the Bidder. In case of a Subcontractor, a similar organization chart shall be furnished. Bidder"s proposed organization chart for this contract shall be submitted along with the bid as evidence to meet the above requirement as per Tender Specifications.

As a minimum, the Bidder shall have 6 (six) Technical Specialists on their permanent roll having minimum 10 years’ relevant experience in catalyst loading/replacement work with at least 5 (five) years’ experience as a Specialist for Dense Loading/ Uni-dense loading of catalyst in Reactors and Reformer heaters in the Oil and Gas or Petrochemical Industry. Documentary evidence for proof of current employment with Bidder and a minimum of 6 CVs of Specialists meeting the experience requirement specified above shall be submitted along with the bid as evidence to meet the above requirement as per Tender Specifications
,3-PLANT AND EQUIPMENT The Bidder shall own or have a Joint Venture or Memorandum of Understanding with an affiliate, third party or a Subcontractor to supply the Dense Loading / Uni-Dense Loading Equipment. No. of Dense Loading Equipment – 1 no No. of Uni-Dense Loading Equipment – 1 no. Documentary evidence of ownership of the Loading Equipment shall be submitted in the form of Equipment listing with Tags in Asset Registers/ Photographs of equipment (Gate Passes/ Material Receipt notes) / Inspection Certificates or equivalent shall be submitted. Documentary evidence of MOU/ Lease Agreement shall be submitted

4-SAFETY The Bidder shall have a well-established, fully auditable Health, Safety & Environment Management System, Safety Policy, Safety Management System & Safety Training plan, within their organization which have valid accreditations for OHSAS 18001 or ISO 45001 or Equivalent Certification. The Bidder shall provide copies of accreditations for OHSAS 18001 or ISO 45001 or evidence of re-validation to substantiate the claim.
5-QUALITY
The Bidder should have a well-established Quality Management System within their organization, with valid accreditations for ISO 9001. The Bidder should provide copies of accreditations for ISO 9001 or evidence of re-validation to substantiate the claim.


How to Participate?

• Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 21 January 2025
• Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
• For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
• The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

• This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
• In addition, these conditions have to be considered:
• Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
• Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
• This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
• Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
