توفير خدمات التنظيف بالهيدروجيت والفحص غير التدميري في الموقع.

تعتزم شركة بابكو للتكرير إبرام عقد خدمات لتوفير خدمات التنظيف بالهيدروجيت والفحص غير التدميري في الموقع.

يشمل نطاق العمل ما يلي:

1 توفير خدمات التنظيف بالماء عالي الضغط لوحدات معالجة مصفاة بابكو وتنظيف المجاري والتنظيف الداخلي لأنابيب الأفران السخانات والأوعية البعيدة والأعمدة وتنظيف الخزانات باستخدام تقنيات التنظيف بالهيدروجيت عالي الضغط التقليدية التنظيف الروبوتي وتنظيف الأنابيب باستخدام الرمح عالي الضغط وتقنية الطحن المائي حسبما تتطلبه الشركة مع الالتزام الصارم بالسلامة والصحة والبيئة والجوة سيتم توسيع الخدمات لتشمل أنشطة الصيانة الروتينية التشغيل وكذلك متطلبات الفحص والصيانة في المصفاة خلال فترات الفحص والصيانة والإغلاق يجب على المقاول توفير الفحص غير التدميري في الموقع لأنابيب المبادلات الحرارية التي تم تنظيفها بالهيدروجيت.

1.2 توريد جميع المضخات عالية الضغط اللازمة، والخراطيم، وأحجام متنوعة من الرماح والصمامات والتجهيزات وشاحنات التفريغ إلخ لخدمات التنظيف عالي الضغط المذكورة أعلاه بالإضافة إلى توفير معدات الفحص مع المجسات ذات الصلة لتقنيات IRIS ECT ECA MFL FSECT PSECT

1.3 توفير الأفراد المؤهلين بشكل مناسب لتنفيذ العمل بما في ذلك ضابط السلامة، حسبما يتطلب الأمر، لأداء أنشطة التنظيف والفحص المذكورة أعلاه في الوقت المناسب.

1.4 توريد الموارد الكافية (القوى العاملة والمعدات) لتلبية متطلبات الفحص والصيانة القصوى للشركة.

1.5 ستشمل مناطق العمل مناطق تشغيل الشركة: المصفاة، مزارع الخزانات، رصيف سترة، وعوالي.

English Title: Provision of Hydrojet Cleaning and Onsite NDE Services

Scope of work (English):

Bapco Refining, is intending to finalize a service contract for the provision of Hydrojetting and Onsite NDE Services.

The scope of work comprises the following:

1.1 Providing high pressure water jet cleaning and services to Bapco Refinery Process Units, sewer cleaning, internal cleaning of furnace / heater tubes, remote vessels, columns, and tank cleaning using conventional high pressure hydrojetting (Robotic Cleaning) High Pressure Lance Tube Cleaning and Aqua Milling, as and when required by the company, with strict commitment to Safety, Health, Environment and Quality. The services shall be extended to routine maintenance / operation activities as well as T&I requirements in the refinery. During T&Is and shutdowns, the Contractor shall provide onsite Non Destructive Examination (NDE) on the heat exchanger tubes that were cleaned by hydro jetting.

1.2 The supply of all necessary HP pumps, hoses, assorted sizes of lances, valves and fittings, vacuum trucks etc. for the above-mentioned high-pressure cleaning services as well as providing Inspection equipment with relevant probes for IRIS /ECT /ECA /MFL /FSECT / PSECT.

1.2 Provision of suitably qualified personnel to execute the job including Safety Officer, as and when required, to perform the above-mentioned cleaning and inspection activities in a timely manner.

1.3 The supply of sufficient resources (manpower and equipment) to meet the peak T&I requirements of the company.

1.4 The areas of work will include Company operating areas: refinery, tank farms, Sitra wharf and Awali.

1.6 The compensation for this contract will be as per Schedule of Rates, will be a combination of Measured rates and Day Rates. The Contractor shall take full responsibility for the planning, quality and safe execution of all work assigned. The Contract duration will be for a period of 6 years.

Mandatory Criteria (Arabic):

• الخبرة
• يجب أن يكون لدى مقدم العطاء خبرة عمل لا تقل عن خمس (5) سنوات خلال السنوات الثماني (8) الأخيرة في تقديم خدماتالتنظيف بالهيدروجيت في صناعة النفط والغاز أو الصناعة البتروكيماوية، ويجبأن يكون على دراية تامة بالمتطلبات المتعلقة بذلك. يجب على مقدم العطاء تقديمدليل على هذه الخبرة مع العطاء، مثل خطابات مرجعية من العملاء أو نسخ منأوامر الشراء أو شهادات الإنجاز للأعمال المنفذة.

• المعدات والآلات

2.1يجب على مقدم العطاء تقديم قائمة بمعدات التنظيف الصناعي ذات الجودة العالية وفي حالة موثوقة والمتاحة للاستخدام طوال مدة العقد، مع وثائق العطاء. يجب أن تتضمن القائمة المعدات التالية كحد أدنى:

• معداتالتنظيف بالهيدروجيت - أربع (4) وحدات، قادرة على توليد ضغط من 10,000 رطللكل بوصة مربعة إلى 25,000 رطل لكل بوصة مربعة وتدفق من 25 جالون في الدقيقةإلى 50 جالون في الدقيقة.
• معداتالتنظيف بالهيدروجيت عالي الضغط - وحدة واحدة (1)، قادرة على توليد ضغط من 25,000رطل لكل بوصة مربعة إلى 40,000 رطل لكل بوصة مربعة وتدفق من 6 جالون فيالدقيقة إلى 12 جالون في الدقيقة.
• معداتتنظيف المجاري مع شاحنات السحب الفائقة / شاحنات الكومبي - وحدتان (2)، بحدأقصى ضغط 8000 رطل لكل بوصة مربعة وتدفق من 25 جالون في الدقيقة إلى 35 جالونفي الدقيقة.
• معداتالتنظيف الروبوتية مع أداة ثلاثية الأبعاد لتنظيف المعدات (الأوعية، الأعمدةوالمفاعلات) مع فوهة ثلاثية الأبعاد وذراع تلسكوبي - وحدة واحدة(1).

يمكن أن يكون دليل توفر المعدات في شكل شهادات فحص من طرف ثالث من وكالات معروفة مثل BV، DNV، TUV أو ما يعادلها، أو إثبات الشراء الذي يفي بالمتطلبات المذكورة أعلاه. قد تقوم بابكو بإجراء تدقيق في وقت تقييم العطاء للتحقق من توفر المعدات والآلات كما هو مذكور في العطاء.

يجب أن يمتلك مقدم العطاء أو يكون لديه اتفاقية طويلة الأجل لتوفير المعدات المذكورة أعلاه. في حالة وجود مقاول فرعي، يجب تقديم مذكرة تفاهم / نسخة من الاتفاقية، وتقديم الأدلة اللازمة.

2.2يجب على مقدم العطاء تقديم قائمة بمعدات الفحص غير التدميري (NDE) الخاصة بفحص التنظيف بالهيدروجيت ذات الجودة العالية وفي حالة موثوقة والمتاحة للاستخدام طوال مدة العقد، مع وثائق العطاء. يجب أن تتضمن القائمة المعدات التالية:

• معدات الفحص غير التدميري (NDE) مع المجسات المناسبة القادرة على تنفيذ تقنيات IRIS، ECT، ECA، RFL، MFL - وحدتان (2) لكلتقنية من التقنيات الثلاث.
• معدات الفحص غير التدميري (NDE) مع المجسات المناسبة القادرة على تنفيذ تقنيات PSECT، FSECT - وحدة واحدة (1) لكلتقنية.

يجب أن يمتلك مقدم العطاء أو يكون لديه اتفاقية طويلة الأجل قائمة أو اتفاقية مع مقاول فرعي لتوفير المعدات المذكورة أعلاه. في حالة وجود مقاول فرعي، يجب تقديم مذكرة تفاهم / نسخة من الاتفاقية، وتقديم الأدلة اللازمة.

يمكن أن يكون دليل توفر المعدات في شكل شهادات فحص من طرف ثالث من وكالات معروفة مثل BV، DNV، TUV أو ما يعادلها، أو إثبات شراء المعدات وكذلك مجسات التقنيات الفردية التي تفي بالمتطلبات المذكورة أعلاه. قد تقوم بابكو بإجراء تدقيق في وقت تقييم العطاء للتحقق من توفر المعدات والآلات كما هو مذكور في العطاء.

• الهيكل التنظيمي

3.1 يجب على مقدم العطاء تقديم مخطط تنظيمي مناسب لهذا العقد، يتضمن أسماء إدارة المقاول وفريق الإشراف والدعم في الموقع، الذين سيقومون بتنفيذ هذا العقد.

3.2 كحد أدنى، يجب أن يتضمن فريق التنظيف بالهيدروجيت لمقدم العطاء لهذا العقد ما يلي:

• مشرف / مسؤول الموقع - واحد (1)
• مشرفو التنظيف بالهيدروجيت - اثنان (2)
• فنيون التنظيف بالهيدروجيت - ثمانية (8)

يجب أن يكون لدى جميع الموظفين المذكورين أعلاه خبرة لا تقل عن خمس (5) سنوات في تقديم خدمات التنظيف بالهيدروجيت (حسب الاقتضاء) في صناعة النفط والغاز أو الصناعة البتروكيماوية، وأن يكونوا على دراية تامة بالمتطلبات المتعلقة بذلك. يجب أن يكونوا على القائمة الدائمة الحالية لمقدم العطاء. يجب أن يكون لدى فنيي التنظيف بالهيدروجيت شهادة WJTA، WJE أو ما يعادلها.

يجب تقديم السير الذاتية للموظفين المذكورين أعلاه مع الشهادات ذات الصلة مع العطاء.

• الصحة والسلامة والبيئة والجودة

4.1 يجب أن يكون لدى مقدم العطاء نظام إدارة الصحة والسلامة والبيئة (HSE) راسخ، وسياسة سلامة، ونظام تدريب على السلامة داخل منظمتهم، والتي تحمل اعتمادات صالحة لـ ISO 18001/ISO 45001 أو في طور إعادة التحقق. يجب على مقدم العطاء تقديم نسخ من الاعتمادات لـ ISO 18001/45001 أو دليل على إعادة التحقق لدعم الادعاء.

4.2 يجب أن يكون لدى مقدم العطاء في توظيفه بدوام كامل، اثنان (2) من ضباط السلامة المعتمدين من NEBOSH (شهادة عامة في الصحة والسلامة المهنية المستوى 3) مع خبرة لا تقل عن ثلاث (3) سنوات في صناعة النفط والغاز. يجب أن تكون الأدلة الوثائقية في شكل سير ذاتية لكل فرد مع خبرة العمل ذات الصلة والشهادات (NEBOSH) لدعم ما سبق.

4.3 يجب أن يكون لدى مقدم العطاء نظام إدارة جودة (QMS) قابل للتدقيق بالكامل يغطي بشكل كافٍ جميع جوانب عملياتهم ويجب أن يكون معتمدًا بشهادة ISO 9001. بالإضافة إلى ذلك، يجب أن يكون لدى المقاول سياسة ضمان الجودة / مراقبة الجودة (QA/QC) ونظام مراقبة جودة رسمي يتم قياسه بواسطة أفراد مؤهلين وذوي خبرة وكفاءة. يجب على مقدم العطاء تقديم نسخ من الاعتمادات لـ ISO 9001 أو دليل على إعادة التحقق لدعم الادعاء.

Mandatory Criteria (English):

1- EXPERIENCE

• TheBidder shall have minimum five (5) years relevant work experience duringthe last 8 years in providing Hydrojet Cleaning services in the Oil &Gas or Petrochemical Industry and they shall be fully familiar with therequirements pertaining to the same.

Bidder shall submit along with the Bid, evidence for the above experience such as i.e. Client letters of reference or copies of purchase orders or completion certificates for such work executed.

2.TheBidder shall have minimum five (5) years work experience during the last8 years in providing Non-destructive Examination (NDE) services forExchangers/Fin fan Coolers/Heaters in the Oil & Gas or PetrochemicalIndustry as per Tender Specification and they are fully familiar with therequirements pertaining to the same. MoU with an established NDE serviceprovider, who meets the above requirements, to provide the above serviceis acceptable.

Bidder shall submit along with the Bid, evidence for the above experience such as i.e. Client letters of reference or copies of purchase orders or completion certificates for such work executed previously.

• PLANT & EQUIPMENT

• The Bidder shall submit, along with their Biddocument, a list of the Industrial Cleaning equipment of good quality inreliable condition and available for use over the duration of thecontract. It shall include the following equipment as a minimum:

• Hydrojetting equipment- four (4) units,capable ofdeveloping pressure 10,000 psi to 25,000 psi and flow 25 gpm to 50gpm
• Ultra-high pressure hydrojetting equipment -One(1) unit, capable of developing pressure 25,000 psi to 40,000 psi and flow6 gpm to 12 gpm
• Sewer cleaning equipment withSupersuckers/Combi-truck - two (2) units, maximum pressure of 8000 psiwith flow 25 gpm to 35 gpm
• Robotic Cleaning equipment with 3D Tool forcleaning equipment (Vessels, Columns and Reactors) with 3D nozzle &Tele-boom- one (1) unit.

Evidence of availability of equipment could be in the form of third-party inspection certificates from reputed agencies like BV, DNV, TUV/equivalent or proof of purchase which meet the above requirements. An audit may be conducted by Bapco at the time of Bid evaluation to verify and confirm the Plant & Eqpt. availability as provided in the bid.

The Bidder shall own or have an existing long-term agreement for providing the above equipment. In case of subcontractor, MOU/copy of the agreement shall be provided, and evidence shall be provided.

2.2 The Bidder shall submit, along with their Bid document, a list of the NDE equipment for Hydrojet cleaning inspection of good quality in reliable condition and available for use over the duration of the contract. It shall include the following equipment:

• NDE equipmentwith suitable probes capable of carrying out IRIS, ECT, ECA, RFL, MFL -two (2) units each for any of the three techniques
• NDE equipmentwith suitable probes capable of carrying out PSECT, FSECT - one (1)unit each per technique

The Bidder shall own or be in an existing long-term agreement or subcontractor agreement for providing the above equipment. In case of subcontractor, MOU/copy of the agreement shall be provided, and evidence shall be provided.

Evidence of availability of equipment could be in the form of third-party inspection certificates from reputed agencies like BV, DNV, TUV/equivalent or proof of purchase of equipment as well as the individual technique probes, which meet the above requirements. An audit may be conducted by Bapco at the time of Bid evaluation to verify and confirm the Plant & Eqpt. availability as provided in the bid.

• ORGANIZATION

• The Bidder shall providean appropriate organization chart for this contract, which provides thenames of the Contractor’s Management, supervisory and site support team,who will be executing this contract.

3.2 As a minimum, the Bidder’s Hydrojetting staff for this contract shall include:

• Superintendent/ Site in Charge – One (1),
• Hydrojetting Supervisors– Two (2),
• Hydrojetting Technicians– Eight (8),

All the above staff shall have minimum five (5) years’ experience in providing Hydrojet Cleaning services (as appropriate), in the Oil & Gas or Petrochemical Industry and be fully familiar with the requirements pertaining to the same. They shall be on the existing permanent roll of the Bidder. Hydrojetting technicians must have WJTA, WJE or equivalent certification. CVs of the above staff with relevant certificates shall be submitted with the Bid.

• HEALTH SAFETY ANDENVIRONMENT, AND QUALITY

• The Bidder shall have awell-established Health Safety & Environment Management System,Safety Policy, Safety Training scheme within their organization, whichhave valid accreditations for ISO 18001/ISO 45001 or are in process ofrevalidation. The Bidder shall provide copies of accreditations for ISO18001/45001 or evidence of re-validation to substantiate the claim.

• The Bidder shall have intheir full-time employment, two (2) NEBOSH certified Safety Officers(General Certificate in Occupational Health & Safety Level 3) withminimum three (3) years’ experience in the Oil and Gas Industry.Documentary evidence shall be in the form of CVs of each individual withrelevant work experience and certificates (NEBOSH) to substantiate theabove.

4.3 The Bidder shall have a fully auditable Quality Management System (QMS) in place that adequately covers all aspects of their operations and should be accredited with ISO 9001 certification. Additionally, the Contractor shall have QA/QC Policy and formalized Quality Control System in place that is measured by suitable qualified, experienced, and competent personnel. The Bidder shall provide copies of accreditations for ISO 9001 or evidence of re-validation to substantiate the claim.
