Tender Description

The Ministry of Municipalities Affairs and Agriculture plans to construct a new engineered landfill in the quarry to the West of Askar,Khalifa City, which should be constructed and ready to receive waste by 2025 and wishes to engage an approved environmental consultant to provide an environmental impact assessment study covering all the expected impacts this landfill will have on the area. The EIA study will be based on the design of the new landfill prepared by other parties. The study must be prepared by the consultant in an attempt to address and mitigate any expected negative environmental impacts due to the project implementation and its operation.

نطاق العمل والمواصفات:

تخطط وزارة شؤون البلديات والزراعة لإنشاء مدفن نفايات هندسي جديد في المحجر الواقع غرب مدينة عسكر ,مدينة خليفة والذي من المقرر أن يتم إنشاؤه وتجهيزه لاستقبال النفايات بحلول عام 2025 وترغب في الاستعانة باستشاري بيئي معتمد من قبل المجلس الأعلى للبيئة لتوفير دراسة تقييم الأثر البيئي على أن تغطي كافة التأثيرات المتوقعة لهذا المكب على المنطقة.

ويجب أن يتم إعداد الدراسة من قبل الاستشاري في محاولة لمعالجة وتخفيف أي آثار بيئية سلبية متوقعة نتيجة تنفيذ المشروع وتشغيله. وستعتمد الدراسة على تصميم المدفن الجديد الذي أعدته أطراف أخرى.

الشركات المؤهلة:

الشركات الاستشارية البيئية المعتمدة من قبل المجلس الأعلى للبيئة من تصنيف (A) و (B) فقط.

متطلبات الزامية:

1. يجب على مقدم العطاء تقديم إعلان الامتثال (الملحق B) وشهادة التسعير المستقل (الملحق C) موقعين ومختومين من الممثل المعتمد للشركة. سيؤدي عدم تقديم أي من هذه المستندات إلى استبعاد العطاء.

2. يجب أن يكون العارض استشاري بيئي مؤهل ومعتمد من المجلس الأعلى للبيئة من الفئتين (A) و(B) فقط. وسيتم استبعاد العطاءات المقدمة من قبل استشاريين غير مؤهلين.

3. سيتكون التقييم الفني للعطاءات من جزأين. في الجزء الأول، سيتم إجراء تقييم للمعايير الفنية الإلزامية (راجع الجدول أدناه). فقط مقدمو العطاءات الذين اجتازوا جميع المعايير الفنية الإلزامية، سيتم أخذهم في الاعتبار للمرحلة التالية من التقييم.

Scope of Works:

The Ministry of Municipalities Affairs and Agriculture plans to construct a new engineered landfill in the quarry to the West of Askar,Khalifa City, which should be constructed and ready to receive waste by 2025 and wishes to engage an approved environmental consultant to provide an environmental impact assessment study covering all the expected impacts this landfill will have on the area.

The EIA study will be based on the design of the new landfill prepared by other parties.

The study must be prepared by the consultant in an attempt to address and mitigate any expected negative environmental impacts due to the project implementation and its operation.

Mandatory requirements:

1. Tenderer must submit the Declaration of Compliance (Appendix B) and Certificate of Independent Price Determination (Appendix C) signed and stamped by the Authorized Representative of the company. Failure to submit either one of these documents will result in disqualification of the Tender.

2. Tenderer must be a qualified environmental consultant approved by the Supreme Council for Environment (SCE) Category A and B Only. Bids submitted by unqualified consultants will result in disqualification of the Tender.

3. Tender Technical Evaluation will have two (2) parts. For the first part, an evaluation of mandatory Technical Criteria (refer to table below) will be conducted. Only the Tenderers who qualify in the first part, i.e. passed all the mandatory Technical Criteria shall be considered for further evaluation.

Tenderer must be a qualified environmental consultant approved by the Supreme Council for Environment (SCE) Category A and B Only

How to Participate?

• Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Wednesday, 10 July 2024
• Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
• For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
• The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
• The bids deposit place: (As Mentioned in the Tender Documents)
• This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
• In addition, these conditions have to be considered:
• Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
• Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
• This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
• Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
