Tender Description

The modification or repair of, and addition to existing facilities, construction and installation of new works and all associated Civil works within the Companys Operating areas and the Producing Fields and any other Operating Areas installations on the entire island on callout basis. The facilities to be covered include, but are not limited to, Gas Dehydration Units, Tank Batteries, Valve Stations, Metering Stations, Well Manifolds, Company Buildings, Toilets, Offices, Main Gas Dehydration Unit, Workshops, Water Treatment Plants, Steam Plants, Well Sites Well Pads, High Pressure Pumping Station, Mud plant, HV Distribution Network etc. and also all new facilities that may be added during the tenure of this Contract.

Mandatory Technical Evaluation Criteria.

Note:

A Bidder must pass all of the mandatory criteria above to be technically acceptable.

B Failure of bidder to meet any of the mandatory criteria above will result in technical failure and no further evaluation.

C Bidders must separately submit the required documents for each Pass, Fail criteria above and clearly name each folder with the corresponding criteria and make reference to the document and page number in the Excel Sheet provided within the Tender Package Evaluation Criteria.

1 Bidders must have a minimum of Five 5 years experience and sound technical knowledge in all aspects of the works and associated equipment and has experience within the Oil, Gas, heavy Industry. Bidders shall provide a list of past and current service contracts as legitimate proof documentation.

2 Bidder shall have Bahrain based facilities and infrastructure comprising of office buildings, fabrication workshops, open yards for storage of bulk materials and prefabricated items as well as plant and equipment for site work. Legitimate proof documentation to be submitted.

3 Bidder shall confirm by letter that they Comply to all Companys requirements as per the Scope of Work and Compensation without deviations.

4 Bidder complies with the minimum requirements pertaining to contractor personnel in terms of quantities and qualifications as per Attachment 2 to Exhibit A Contractor Personnel. Legitimate proof documentation, including CVs for the Key Personnel Supervisor, Forman HSE representative.

5 Bidder to submit a proof documentation of confined space entry and rescue from Companys Approved 3rd Party Assessor of at least 10 workers such as supervisor, metal trade, foreman, welder, fabricator and labors

6 Bidders fabrication workshop shall be well organized and fully equipped with machinery such as, but not limited to overhead cranes, welding sets, metallic material cutting equipment, plate rolls and bending equipment, etc. Plot plans and supporting photos are required. on the spot inspection by BU representatives should be expected.

7 Bidder Must comply with minimum requirement pertaining to contractor tools, equipment, machinery and facilities in terms of quantities and specifications as per Attachment 1 to Exhibit A Contractor Items. Legitimate proof documentation proving the ownership of the equipment listed in Attachment 1 to Exhibit A (Contractor Items).

8 HSE Representative, Shall have in their full time employment as part of their overhead structure, a NEBOSH or equivalent qualified Safety Officer with five 5 years of previous work experience in the oil and gas or petrochemical industry. HSE Organization chart shall be submitted.

9 Meets applicable HSE requirements, to submit a copy of their Companys HSE Plan including Skill, HSE Training Matrix, updated contractor organization chart and HSE Policy signed by Contractor management.

10 Shall have a fully auditable and active HSE policy and a Safety training plan in operation within their organization. The contractor shall provide the following documents along with their bid to substantiate the same:

a. Contractors HSE policies and procedures relevant to onsite construction and maintenance activities.

b. Safety statistics for the last five 5 years, including full details of all restricted work or LTIs.

c. Authenticated copies of OHSAS 18001 certificates, or similar occupational health and safety management certifications held by the contractor.

11 The QMS Questionnaire is submitted with satisfactory answers to all questions. Focus on adequacy of bidder responses to the other questionnaire information requests. Evidence, justifications are required for each question. Provide copy of ISO 9001:2015 certificate.


How to Participate?
  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Wednesday, 06 March 2024
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
  • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
  • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
