The Services shall include professional Post Contract Engineering Consultancy Services by Engineers, Quantity Surveyors, Technician and Safety Officer for certain assigned Afforestation Projects, Landscaping and Irrigation Projects, and Landscaping Maintenance Projects (the Projects) of the Municipalities Affairs and Agriculture, distributed in the different Municipalities in the Kingdom of Bahrain including but not limited to Engineering support for data collection.

نطاق العمل:

شمل نطاق العمل خدمات الإشراف الهندسي والخدمات الاستشارية لأعمال تنسيق وصيانة الحدائق والمسطحات الخضراء. تشمل الخدمات خدمات استشارية هندسية لما بعد التعاقد من قبل المهندسين ومساحي الكميات والفنيين ومسؤولي السلامة لبعض مشاريع التشجير ومشاريع تنسيق الحدائق والري ومشاريع صيانة المسطحات الخضراء التابعة لشؤون البلديات والزراعة والموزعة في مختلف المناطق في مملكة البحرين بما في ذلك على سبيل المثال لا الحصر الدعم الهندسي لجمع البيانات، والتنسيق مع ممثلي الوزارة، والإشراف وإعداد تقارير التفتيش، والتفتيش المنتظم للموقع، وإعداد تقارير قياس الأداء الشهرية، وشهادة الدفع حسب الإجراءات المتبعة، واتباع إجراءات السلامة والتحقق والتأكد من امتثال المشاريع لشروط العقد والمواصفات القياسية ومواصفات تنسيق الحدائق الخاصة بالوزارة والمتطلبات القانونية المتعلقة بالمشاريع والتنسيق مع الوزارة والمقاولين من أجل استكمال "المشاريع" بشكل مرضي. يجب أن تشمل الخدمات أيضًا خدمات مسح الكميات قبل وبعد العقد من قبل مساحي الكميات بما في ذلك على سبيل المثال لا الحصر، إتباع إجراءات المناقصات والمشتريات للمشاريع الجديدة وفقًا للوائح مجلس المناقصات والمزايدات ، وشهادة الدفع المؤقتة / النهائية، وتقييم أمر التغيير وتحديده.

يجب أن يكون مقدم العطاء مكتبًا هندسيًا مسجلاً في لجنة مزاولة المهن الهندسية CRPEP من الفئة A أو B. سيتم استبعاد جميع مقدمي العطاءات غير المسجلين أو الفئة C (أو أقل) أو رخصة المكتب الهندسي CRPEP منتهية الصلاحية.

Scope of Works:

The Services shall comprise Engineering Supervision and Consultancy Services for Soft Landscaping Works. The Services shall include professional Post Contract Engineering Consultancy Services by Engineers, Quantity Surveyors, Technician and Safety Officer for certain assigned Afforestation Projects, Landscaping and Irrigation Projects, and Landscaping Maintenance Projects (the Projects) of the Municipalities Affairs and Agriculture, distributed in the different Municipalities in the Kingdom of Bahrain including but not limited to Engineering support for data collection, coordination with Employer’s Representative, supervision and preparation of inspection reports, regular site inspection, preparation of monthly performance measurement score sheets, payment certification as per procedure, follow safety procedures and measurements, check and ensure that “the Projects” complies with Conditions of Contract, Standard Specifications and Ministry’s Landscaping Specifications and legal requirements related to the projects and coordinate with the Employer and Contractors for the satisfactory completion of “the Projects”. The Services shall also include pre and post contract Quantity Surveying services by Quantity Surveyors including but not limited to tendering and procurement of new projects in accordance with Tender Board regulations, Interim / Final Payment certification, Variation Order assessment and determination.

Contract Period:

24 months

Mandatory Requirements:

The Tenderer must be a registered CRPEP Engineering Office with Grade A or B category. Unregistered tenderers or Grade C category (or lower) or expired CRPEP Engineering Office License shall all be disqualified.

How to Participate?

• Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Monday, 19 February 2024
• Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
• For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
• The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

• This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
• In addition, these conditions have to be considered:
• Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
• Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
• This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
• Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
