PROVISION OF CONSOLIDATED MAINTENANCE CIVIL WORKS SERVICES ACROSS THE COMPANY PREMISES AND OPERATIONS FACILITIES

SCOPE OF WORK

The works comprise the provision of all required services including, but not limited to, management, supervision, manpower, plant, equipment, materials, consumables, transport, etc., to carry out the following:

a) The scope of works comprises Civil Maintenance works, Road and Earth Works, Domestic / Non-Domestic Building Works in the Company"s Refinery, Wharf, Tank Farms, Sitra, Awali and other areas.

b) Application of wrapping on pipes / pipe sleeves and minor painting works.

c) Repair of existing Fencing & Gates and to supply and erect new Fencing & Gates along with the associated Civil and Painting Works.

توفير خدمات أعمال الصيانة المدنية الموحدة لجميع مباني ومرافق الشركة

SCOPE OF WORK – ARABIC

يشمل نطاق العمل على توفير جميع الخدمات المطلوبة بما في ذلك، على سبيل المثال لا الحصر، الإدارة والإشراف والقوى العاملة والمعدات والمواد الاستهلاكية والنقل وغيرها، للقيام بما يلي:

أ) أعمال الصيانة المدنية، أعمال الطرق والحفريات، وأعمال صيانة المباني السكنية / غير السكنية في مصفاة الشركة، الميناء، الخزانات، عوالي وغيرها من مناطق الشركة.

ب) أعمال تغليف الأنابيب وتوابعها وأعمال الطلاء البسيطة.

ج) إصلاح السياجات والبوابات وتوريد وإقامة سياجات وبوابات جديدة بالإضافة إلى الأعمال المدنية وأعمال الطلاء المرتبطة بها.

MANDATORY TECHNICAL QUALIFICATION CRITERIA:

1. The bidder shall have minimum of Five (5) years relevant industrial work experience over the last ten (10) years in executing Repair and Maintenance of Industrial/Housing Buildings, Civil Construction, Civil Maintenance Services, Structural Works and Road & Earth Works.

2. The bidder shall provide along with their bid an organization chart, with the minimum key personnel listed below, who shall be directly employed by the Bidder.

a) Superintendent or Projects Manager (1 no.)

b) Civil Engineer (2 no.)

c) Procurement officer (1 no.)

d) Planner (1 no.)

e) Civil Field Supervisors (5 no.)

f) Building Supervisor (2 no.)

g) Quantity Surveyor (2 no.)

h) Civil Foremen (5 no.)

3. The bidder shall have a sound and secure financial track record based on the audited financial results for the last two years.

4. The bidder shall have and demonstrate the following:

a) Fully auditable and active HSE Policy, HSE Procedures relevant to onsite activities and Safety Training Plan in operation within their organization.

b) Accreditation with a certificate for ISO 45001, which are currently valid or in the process of re-validation. Documentary evidence shall be submitted to substantiate the above, or other proof if the bidder is in the process of revalidation.

c) The bidder shall have in their full-time employment, as part of their company overhead structure, Minimum One (1) NEBOSH (Level 3 General Certification in Occupational Health and Safety) qualified Safety Officers with minimum of three (3) years’ work experience in the Oil & Gas or Petrochemical Industry.

5. The bidder shall have, as a minimum, the listed (or equivalent) plant, machinery & equipment listed below that are well maintained, in good working condition, and safe for use in an Oil & Gas or Petrochemical Industry environment. These are:

a) Asphalt/concrete cutters (min. 2 nos),

b) Plate compactors (min. 5 nos)

c) Air compressors with 350 CFM min capacity (min. 5 nos)

d) Generators (min. 5 nos)

e) Jack hammers (min. 8 nos)

f) Roller compactors (min. 4 nos)

g) 2-to-5-ton capacity Hiab (min. 1 nos)

h) Excavators (min. 2 nos)

i) Bobcat (min. 2 nos)

How to Participate?

• Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 12 December 2023
• Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
• For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
• The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

• This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
• In addition, these conditions have to be considered:
• Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
• Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
• This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
• Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
