Tender Description

The primary goal of this project is to design sewerage schemes and TSE networks to connect various unsewered areas. The scope of works includes upgrading and decommissioning of existing sewage pumping stations and TSE reservoirs, and the design of TSE transmission and distribution lines to connect various farms and landscape areas. The design works should take into consideration the current and future population and associated developments to determine the wastewater flows and analyze the downstream sewage network. In addition, a comprehensive hydraulic study to the existing sewer and TSE networks will be performed as a part of the Works.

Two Envelope

The tender is a two‐envelope submission tender and will be opened by the Tender Board in two (2) stages;

a) Stage 1, only Technical Proposal will be opened.

b) Stage 2, only Financial Proposal of the Technically Successful Bidders (bidders who passed the technical evaluation) will be opened and evaluated.

يُسمح للشركات الهندسية الحاصلة على درجة A من مجلس تنظيم مزاولة المهن الهندسية بمملكة البحرين المشاركة في هذه المناقصة ويُسمح لهم المشاركة حتى إغلاق المناقصة.,

Brief Description:

وصف المشروع

يهدف المشروع إلى تصميم شبكات للصرف الصحي والمياه المعالجة لمناطق متفرقة غير مخدومة. يتضمن نطاق الأعمال تصميم شبكات الصرف الصحي لعدة مناطق بالإضافة إلى تطوير وإلغاء محطات الصرف الصحي القائمة بما يتناسب مع متطلبات توصيل هذه المناطق اعتمادا على المعطيات مثل الكثافة السكانية الحالية والمستقبلية وتحديد المشاريع التطويرية في المنطقة وذلك لحساب تدفقات مياه الصرف الصحي وتحديد تأثيرها على الشبكة القائمة. كما يتضمن هذا المشروع تصميم عدد من الخطوط الرئيسية الناقلة للمياه المعالجة وعدد من الخطوط التوزيع وعدد من الخزانات الرئيسية لمياه الصرف الصحي المعالجة بما يتناسب مع متطلبات توصيل المزارع واغراض التشجير للطرقات وللحدائق.

Tenderers intending to participate in this tender shall be Consulting Engineer offices registered with Valid CRPEP under Category A. Also, registered Tenderers under CRPEP Category A who fulfilled below inquires:

1. The Tenderer to provide evidence to prove that his firm has an established local design office in Bahrain able to provide services under this contract. The tenderer to provide a copy of the following:

· Pictures of office facilities,

· Local address, and

· Recent EWA and telecommunication bills.

2. The Tenderer"s design centre/office shall have the following minimum requirements:

a) Minimum two full time draftsmen shall be hired to perform drafting works,

b) Minimum one certified QA/QC Engineer based in Bahrain on full time basis,

c) Full time Messenger/Driver.

3. The Tenderer to provide proofs on his ability to carry out sewer and TSE design works.

a) The Bidder should provide evidence of completing the sewer design works in the last five years for three sewer scheme projects in the Kingdom of Bahrain. The project area of each sewer scheme shall exceed 10 Hectares.

b) The Bidder should provide evidence of completing the design works for another three sewer schemes in any of the GCC countries in the last ten years.

4. The project manager has to have a minimum of ten-year experience in managing the design of sewer and TSE projects in GCC. The Project Manager is the focal reference and to be based in Bahrain on full time basis.

5. The project manager also has to have:

a) valid current CRPEP registration/license, and

b) has been continuously employed by the tenderer for the last two years.

c) Bachelor’s degree in Civil Engineering from accredited university.

6. The design civil engineer has to have a minimum of five-year experience in working on the design of sewer and TSE projects in GCC.

7. The design civil engineer also has to have:

a) valid current CRPEP registration/license, and

b) has been continuously employed by the tenderer for the last two years.

c) Bachelor’s degree in civil engineering from accredited university.

Full Compliance with the Tender Document requirements. No Qualifications / Exclusions / Assumptions / Amendments submitted by the Tenderer.

Tenderer/Bidder who does not comply with the above requirements will be DISQUALIFIED.

يُسمح بالمشاركة للشركات الاستشارية الهندسية الحاصلة على ترخيص بدرجة Aمن مجلس تنظيم مزاولة المهن الهندسية بمملكة البحرين على أن يكون الترخيص ساري المفعول في يوم طرح المناقصة

أيضًا، الشركات الاستشارية الحاصلة على ترخيص A والتي تستوفي المتطلبات الإلزامية المذكورة أدناه:

1- يجب على مقدم العطاء تقديم ما يثبت بأن الشركة لديها مكتب تصميم محلي قادرة على تقديم الخدمات بموجب هذا العقد. وبالتالي، على مقدم العطاء تقديم ما يلي:

· صور للمرافق المكتبية

· العنوان المحلي

· فواتير هيئة الكهرباء والماء والاتصالات

2- يجب أن يتوافر لدى مكتب التصميم المحلي الخاص بمقدم العطاء المتطلبات الإلزامية المذكورة أدناه:

· عدد (2) رسام هندسي بنظام الدوام الكامل للقيام بأعمال الرسومات الهندسية، على الأقل

· عدد (1) مهندس رقابة وتأكيد الجودة بنظام الدوام الكامل ومتواجد بشكل دائم في مملكة البحرين

· عدد (1) سائق بنظام الدوام الكامل

3- على مقدم العطاء تقديم ما يثبت انه قادر على تصميم مشاريع الصرف الصحي ومشاريع مياه الصرف الصحي المعالجة.

· شهادة إتمام مشاريع تصميم شبكات مياه الصرف الصحي في السنوات الخمس الماضية في مملكة البحرين. على المشروع ان يكون أكبر من 10 هكتار.

· شهادة إتمام 3 مشاريع تصميم شبكات مياه الصرف الصحي في السنوات العشر الماضية في أي دولة من دول الخليج.

4- يجب أن يكون لدى مدير المشروع خبرة لا تقل عن عشر سنوات في إدارة تصميم مشاريع الصرف الصحي ومياه الصرف الصحي المعالجة في دول مجلس التعاون الخليجي. مدير المشروع هو نقطة الوصل ويجب على مدير المشروع التواجد بنظام الدوام الكلي وبشكل دائم في مملكة البحرين.

5- أيضا يجب أن تتوافر الشروط التالية لدى مدير المشروع:

· رخصة مزاولة المهن الهندسية سارية المفعول.

· ان يكون موظف كمدير مشروع لفترة لا تقل عن مدة عاميين.

· حاصل على درجة البكالوريوس في الهندسة المدنية من جامعة معتمدة.

6- يجب أن يتمتع المهندس المدني المصمم بخبرة لا تقل عن خمس سنوات في العمل على تصميم مشاريع الصرف الصحي والمياه المعالجة في دول مجلس التعاون الخليجي.

7- أيضا يجب أن تتوافر الشروط التالية لدى المهندس المدني المصمم:

· رخصة مزاولة المهن الهندسية سارية المفعول.

· ان يكون موظف كمهندس مدني مصمم لفترة لا تقل عن مدة عاميين.

· حاصل على درجة البكالوريوس في الهندسة المدنية من جامعة معتمدة.

الالتزام بجميع الشروط الموجودة في وثائق المناقصة دون تسليم أي تأهيلات / إستبعادات / إفتراضات / تعديلات من قبل صاحب العطاء

صاحب العطاء الذي لا يلتزم بجميع الشروط المذكورة أعلاه سيتم استبعاده
How to Participate?

• Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://e-tendering.tenderboard.gov.bh starting from Wednesday, 18 October 2023
• Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
• For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
• The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

• This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
• In addition, these conditions have to be considered:
• Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
• Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
• This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
• Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
