Tender Description

As part of Airport Modernization Program (AMP), the project contractor had supplied and installed ICT systems necessary for the smooth operation of the airport. Please note that this is a two-stage tender.

Mandatory Requirements

The Bidders shall meet the following mandatory requirements to qualify for the technical/financial evaluation:

1. Bidder must have minimum experience of five (5) years for PIDS project scope.

2. The bidder must provide evidence of their experience and proficiency in supporting contractors who design, install, and implement large-scale PIDS projects, such as airports or petroleum plants. The bidder should include a track record of at least three (3) references for previous work done in PIDS implementation.

3. Both the main contractor and subcontractor should possess a Commercial Registration Certificate indicating the activity of consultancy.

4. Include sustainability in the PIDS system design in accordance with the Tender Laws and Regulations of the Government of Bahrain, Tenderers are to be made aware of the evaluation criteria and their relative weightings, which will be used to assess and compare Proposals. The following summary illustrates how the technical proposals will be evaluated.

جزء من برنامج تحديث المطارات، قام مقاول المشروع بتوريد وتركيب أنظمة تكنولوجيا المعلومات والاتصالات اللازمة للتشغيل السلس للمطار. وتقوم إدارة أمن المطار بإطلاق هذا المشروع ليحل محل نظام الكشف عن التسلل المحيطي الحالي (PIDS)، من خلال تركيب وتنفيذ أحدث تقنيات PIDS، مع القدرة على تأمين أي محيط بشكل فعال والحصول على إنذار مبكر من أي مشاكل محتملة. يرجى ملاحظة أن هذه مناقصة على مرحلتين.

الإلزامية

يجب أن يستوفي مقدمو العطاءات المتطلبات الإلزامية التالية للتأهل للتقييم الفني / المالي:

1. يجب أن يكون لدى مقدم العطاء خبرة لا تقل عن خمس (5) سنوات لنطاق مشروع PIDS.

2. يجب على مقدم العطاء تقديم دليل على خبرته وكفاءته في دعم المقاولين الذين يقومون بتصميم وتركيب وتنفيذ مشاريع PIDS واسعة النطاق ، مثل المطارات أو المصانع البترولية. يجب أن يتضمن مقدم العطاء سجلا حافلا بما لا يقل عن ثلاثة (3) مراجع للعمل السابق المنجز في تنفيذ PIDS.

3. يجب أن يكون لدى كل من المقاول الرئيسي والمقاول من الباطن شهادة سجل تجاري تشير إلى نشاط الاستشارات.

How to Participate?

• Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://e-tendering.tenderboard.gov.bh starting from Wednesday, 24 May 2023
• Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
• For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
• The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
• The bids deposit place: (As Mentioned in the Tender Documents)
• This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
• In addition, these conditions have to be considered:
• Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
• Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
• This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
• Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
