the Labor Market Regulatory Authority seeks to enter into a partnership with a company approved by Amazon in order to provide high-quality technical support services for the WPS system; This is according to what has been stated in the scope of work, so that the selected company will be responsible for all support activities and tasks related to the system, managing all outputs efficiently and effectively to ensure full support for the system on the computing environment, and meets the necessities of changes in the wage protection system, according to work requirements.

هيئة تنظيم سوق العمل (LMRA) هي هيئة حكومية لها هوية مؤسسية أنشأها قانون العمل في مملكة البحرين وهي مسؤولة عن إدارة تصاريح العمالة الوافدة سواءً للشق التجاري أو العمالة المنزلية داخل مملكة البحرين.

وقد طورت هيئة تنظيم سوق العمل (LMRA) نظام حماية الأجور (WPS) الذي يوثق ويراقب مدفوعات الأجور من قبل أصحاب العمل لجميع العمال سواءً العمالة الوافدة أو العمالة الوطنية في مملكة البحرين، لضمان الحصول على رواتبهم المتفق عليها في الوقت المحدد حسب ما تنص عليه إتفاقيات حماية حقوق العمالة في المملكة.

ويوفر نظام حماية الأجور أيضًا بيانات (اعرف عميلك- KYC) للمؤسسات المالية المصرح لها من قبل مصرف البحرين المركزي العاملة في مملكة البحرين. تم التعاقد مع شركة بنفت للقيام بأعمال المقاصة التلقائية (Automatic Clearing House) والتي من مسؤوليتها توفير معلومات رواتب العمالة الوافدة المدفوعة لحساباتهم البنكية من البنوك المعتمدة إلى نظام WPS، بالإضافة إلى توفير بيانات "اعرف عميلك" إلى المؤسسات المالية.

يعمل نظام WPS بأكمله من على منصة الحوسبة السحابية من شركة أمازون (AWS) بطريقة (Server-Less) بشكل كلي.

ومن حيث الغرض من هذه المناقصة، تسعى هيئة تنظيم سوق العمل للدخول في شراكة مع شركة معتمدة من قبل شركة أمازن للحوسبة السحابية من أجل تقديم خدمات دعم فني عالية الجودة لنظام حماية الأجور؛ وذلك حسب ما تم إعتماده في نطاق الخدمة، بحيث تكون الشركة المختارة مسؤولة عن جميع أنشطة الدعم والمهام المتعلقة بنظام حماية الأجور، وإدارة جميع المخرجات بكفاءة وفعالية بما يضمن توفير الدعم الكامل للنظام على بيئة الحوسبة، ويلبي ضروريات التغيير حسب متطلبات العمل.,

The Labor Market Regulatory Authority (LMRA) is a government entity with a corporate identity established by the Labor Law in the Kingdom of Bahrain and is responsible for managing expatriate labor permits, whether for commercial or domestic workers, within the Kingdom of Bahrain.

The LMRA has developed the Wage Protection System (WPS) which documents and monitors wage payments by employers to their workers, whether expatriate or Bahraini Nationals, in the Kingdom of Bahrain. The system is used to protect one of the workers’ rights by ensuring that they receive their agreed salaries on time, as stipulated in their agreements to protect the rights of workers in the Kingdom.

The WPS also provides Know Your Customer (KYC) data for financial institutions authorized by the Central Bank of Bahrain operating in the Kingdom of Bahrain. The Benefit Company has been contracted to carry out the automatic clearing house, which is responsible for providing salary information of workers paid to their bank accounts from accredited banks to the WPS system, in addition to providing “know your customer” data to financial institutions.

The entire WPS system runs on Amazon"s Cloud Computing Platform (AWS) in a server-less manner.

In terms of the purpose of this RFP, the Labor Market Regulatory Authority seeks to enter into a partnership with a company approved by Amazon in order to provide high-quality technical support services for the WPS system; This is according to what has been stated in the scope of work, so that the selected company will be responsible for all support activities and tasks related to the system, managing all outputs efficiently and effectively to ensure full support for the system on the computing environment, and meets the necessities of changes in the wage protection system, according to work requirements.
How to Participate?

• Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://e-tendering.tenderboard.gov.bh starting from Tuesday, 24 January 2023
• Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
• For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
• The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
• The bids deposit place: (As Mentioned in the Tender Documents)
• This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
• In addition, these conditions have to be considered:
• Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
• Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
• This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
• Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
