Bapco through this RFP is seeking proposals from suppliers for provision of General Mechanical Maintenance and Machining Services for Equipment at Awali and Adjacent Areas. BAPCO has provided in this RFP the Service specification. This RFP should be read carefully, and all requirements should be clearly met. This contract is for a period of five (5) years.

Scope of Work:

Bapco through this RFP is seeking proposals from suppliers for provision of General Mechanical Maintenance and Machining Services for Equipment at Awali and Adjacent Areas. BAPCO has provided in this RFP the Service specification. This RFP should be read carefully, and all requirements should be clearly met. This contract is for a period of five (5) years.

Scope of Work in Arabic:

تسعى بابكو من خلال طلب تقديم العروض هذا إلى الحصول على عروض من الموردين لتوفير خدمات الصيانة الميكانيكية العامة والتشغيل للمعدات في مدينة العوالي والمناطق المجاورة. قدمت بابكو مواصفات الخدمة في طلب تقديم العروض هذا. يجب قراءة طلب تقديم العروض بعناية ، ويجب تلبية جميع المتطلبات بوضوح. هذا العقد سيكون لمدة خمس (5) سنوات.

1. MANDATORY CRITERIA:

1.1 GENERAL CRITERIA

The bidder must comply with the minimum safety standards of BAPCO as defined in “Guide to Safety 2001 Edition plus addendum 1&2”. Bidder must have a NEBOSH certified Safety Officer, CV and a copy of the Bidder’s EHS Policy shall be submitted with the bid.

1.2 TECHNICAL CRITERIA:

It consists of two parts, which described below under clauses 1.2.1 and 1.2.2. The bidders shall submit documentary evidence as per clause 1.2.1 along with the tender bid and only those bidders who has complied to the conditions of Clause 1.2.1 will be further evaluated and notified for Audit as per Clause 1.2.2.

1.2.1 The bidders must meet all the following mandatory criteria and must submit all the below mentioned documents along with the tender bid. The bidder who does not meet any one or more of these criteria or/and failed to submit below mentioned documents with the tender bid will be disqualified and will not be considered for award of contract.

a) Must have a minimum of 5 years’ experience in Maintenance of static and rotating equipment and shall have workshops to undertake various machining tasks. The bidder shall provide documentary evidence like client letters of reference, copies of Purchase Orders with the bid.

b) Must submit CVs for the proposed supervisors and shall meet the working experience of minimum 5 years in the same discipline and shall enclose copies of their experience certificates and enclose proof of their full time employment in the form of ID cards.

C) Must have a workshop and shall submit details of their mechanical & electrical workshop facilities which must include but not limited to Lathe, Boring, Drilling, Milling, Shaping, Grinding, Cutting, Bending, Pressing, Welding, blasting, painting to carryout various machining services, pump repair and motor rewind facilities.

d) Must produce a fully auditable Quality Plan/Quality System to meet the QA/QC requirement of this Contract.

1.2.2 The bidders will be notified within a maximum of two weeks’ notice to prepare for audit. The bidder who does not meet any one or more criteria mentioned below will be disqualified and will not be considered for award of contract. Additional grace periods will not be given to the Contractors to prove their full compliance with the mandatory criteria.

a) Bidder shall make available all Supervision & Manpower as proposed in tender documents submitted per 1.2.1 for verification of CVs and copies of original qualifications.

b) Bidder shall make available all workshop facilities for audit and demonstrate their abilities to carry out the services as stated in the specification, at the time of audit.


a) Bidder shall produce a fully auditable Quality Plan/Quality System to meet the QA/QC requirement of this Contract, at the time of audit.

b) Bidder shall produce a fully auditable Safety Policy and Safety training Plan, at the time of audit.

(Total Score ‐ Passing Rate 60% and above) for financial soundness.
How to Participate?
  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://e-tendering.tenderboard.gov.bh starting from Sunday, 22 January 2023
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
  • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender"s subject.
  • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
