VACANCY ANNOUNCEMENT

Ministry of Labor and Social Protection of Population toward the cost of the Employment Support Project

Position/Title: International Consultant on Enhancement of Competency Assessment, Profiling and Matching Processes

Project/Office: Employment Support Project (ESP) under the Ministry of Labor and Social Protection of Population

Project Implementation Unit:

The PIU will be responsible for the procurement, financial management, social and environmental requirements, as well as monitoring and regularly reporting on the implementation of the three components, in compliance with World Bank fiduciary and reporting requirements.

Scope of work for consultancy on Enhancement of Competency Assessment, Profiling and Matching Processes:

To develop a comprehensive competency assessment for Azerbaijan"s labor market participants, which aligns with international best practices and integrates seamlessly into existing systems, such as ƏMAS, to enhance the quality and effectiveness of labor market programs and services delivered by the State Employment Agency (SEA), the Consultant will have the following tasks:

  • Review and Analysis

Conduct a thorough review and analysis of:

  • Current Processes: Review previous analysis on profiling processes conducted within the project, examine SEA’s existing methods and tools for employability and skills assessment, including the profiling process and Individual Employment Program (IEP).
  • Data Management Practices: Evaluate current data tracking and reporting mechanisms related to ALMPs and employment outcomes.
  • Stakeholder Collaboration: Assess potential for collaboration with other agencies (e.g., DOST Digital Innovations Center, State Medical Social Expertise and Rehabilitation Agency, National Observatory on Labour Market and Social Protection Affairs, Education Quality Assurance Agency (EQAA)) to integrate efforts.
  • International Practices: Review global best practices in competency assessments through public employment services, particularly from countries with similar regulatory and institutional set-ups to identify potential good practices that could be applied to the Azerbaijan context.

2. Develop/update assessment tools used by the SEA (including CCB).

  • Expand Skills Assessment: Provide recommendation to improve existing diagnostics/evaluation tools.
  • Improved Matching Algorithm: Develop a data-driven matching system (mechanism not a software) to optimize job seeker-job vacancy/ALMP alignment, minimizing unsuccessful referrals.
  • Electronic Tracking: Provide mechanism (technical task) to enable end-to-end tracking of individual’s competencies within ƏMAS both by the SEA career counsellors and CCB employees, consolidating all relevant data into a unified platform.

3. Develop Monitoring Tools

  • Technical Software: Develop software solutions (limited to technical task only, not software) for competency assessment, applicant/beneficiary tracking, and data reporting.
  • Performance Metrics: Establish KPIs to evaluate the effectiveness of the process, including job placement success rates and ALMP outcomes.

Minimum requirements to become an eligible candidate for the International Consultant on Enhancement of Competency Assessment, Profiling and Matching Processes:

  • Holding minimum bachelor’s degree in sociology, psychology, human resources development or related subjects.
  • Minimum 8 years of work experience in developing competency frameworks and diagnostic tools for employment services.
  • Familiarity with the labor market dynamics and institutional context of Azerbaijan or similar countries.
  • Excellent English language skills.

The assignment will require 80 man-days input of international expert within 8 months of assignment period, starting in about May 2025 and ending no later than December 2025. The Consultant will be required to travel to and spend up to 50% time in Azerbaijan.

The Consultant will be selected in accordance with the Individual Consultant selection method set out in the World Bank Procurement Regulations.
