II.2.4)Description of the procurement:

Based on the provision Article 41(2) of the Budgetary Procedures, the Director decided on the outsourcing ofthe duties of an accountant to an external service provider. Outsourcing proved to be more adequate and morecost effective, taking into consideration the size of the Secretariat as well as other factors, like number ofinvoices per year, number of employees etc.The Secretariat uses accounting software provided by Ramsauer & Stuermer. The Secretariat has currentlyaround 10 costs centers to which expenses shall be booked.The bank services are managed via the electronic banking software (online banking facilities) , which is installedon Secretariat’s computers.The human resources records management (payroll and staff travel reimbursements) is outsourced and keptin a separate e-system named DPW with manual data interfacing upon the needs arise.
