In October 2021, the Australian Government launched the National Strategy to Prevent and Respond to Child Sexual Abuse 2021-2030 (National Strategy), which was agreed by all state and territory governments and sets up a nationally coordinated and consistent framework to prevent and better respond to Child Sexual Abuse in all settings, including in organisations, in families and communities, and online.
The National Office led the development of the National Strategy and is now leading its implementation.
The First Commonwealth Action Plan works alongside the First National Action Plan, and focuses on Australian Government priorities and responsibilities, such as preventing and responding to online Child Sexual Abuse.
The Department requires the delivery of a community-based pilot service to prevent Child Sexual Abuse reoffending consistent with The First Commonwealth Action Plan Measure 14 (Pilot Service). The objective of the Pilot Service is to protect Children from sexual abuse by working with Child Sexual Abuse Offenders as they are released from prison to promote accountability, increase community reintegration and prevent further harm.
The Pilot Service will be modelled on the Circles of Support and Accountability (CoSA) model and other Child Sexual Abuse-related post-custodial community reintegration programs.
Other Instructions:1. The Tender is written in English (see clause 8.1.1).
2. The measurements are expressed in Australian legal units of measurement (see clause 8.1.2).
3. The Tenderer must include a completed and signed Tenderer’s Deed in the form provided in Attachment 2: Tenderer’s Deed in Schedule 2.
4. The Tenderer must include all Valid and Satisfactory Statements of Tax Record relevant to the Tenderer’s entity type (see Schedule 2, Attachment 11, clause 1).
The Department has provided a regarding the RFT, for the purpose of providing background information only.
Tenderers should note the effect of clause 4.2. Tenderers should not rely on a statement made at an industry briefing as amending or adding to this RFT, unless that amendment or addition is confirmed by the Commonwealth in writing in accordance with clause 4.2.
Conditions for Participation:1. The Tenderer exists as a legal entity at the Closing Time (including compliance with clause 8.3.5, if a consortium).
2. The Tenderer must not be insolvent, bankrupt, in liquidation or administration at or after Closing Time (this applies to any consortium members).
3. The Tenderer holds all Valid and Satisfactory Statements of Tax Record required for its entity type.
4. The Tenderer holds all Valid and Satisfactory Statements of Tax Record required for the entity type of any first tier Subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive).
Timeframe for Delivery:The resultant contract is expected to commence in September 2026 and conclude in Q1/Q2 2029 with the inclusion of options for extension at the Department’s sole discretion.
