The Australian Government represented by the Department of Climate Change, Energy, the Environment and Water (the Department) is inviting expressions of interest from eligible surface water right owners in selected northern Basin catchments, indicating their willingness to sell some or all of those water rights to the Australian Government on a permanent basis.

Certain surface water types in the following northern Basin catchments are included:

• New South Wales (NSW) – Intersecting Streams, Gwydir, Namoi, Macquarie-Castlereagh, Barwon-Darling, NSW Border Rivers

• Queensland (Qld) – Condamine-Balonne, Qld Border Rivers.

The specific water types included for each catchment are set out in detail in clause 2.3 of the EOI.

The EOI is the first stage of a Multi-stage Procurement process and is non-binding. EOI Responses received under this EOI will help inform any subsequent tender stages.

Further details about the scope of this EOI are set out in clauses 2.2 and 2.3 of the EOI.

The department will evaluate all tender responses in accordance with the evaluation criteria at clause 4.4 of the Request for Expression of Interest.

Submitting your EOI Response:

Note: You cannot submit your EOI Response Form through AusTender.

Applications must be made via an online EOI Response Form (Tender360) in accordance with the instructions set out in clause 3.5 and Schedule 1 of the EOI.

The Tender360 site is accessible from the link in the EOI document (at Schedule 1). You will need to create a Tender360 account with a username and a password to access the online EOI Response form.

EOI Responses must be completed and lodged electronically via Tender360 before the Closing Time.

Reminder: Only EOI Response Forms submitted through Tender360 will be received. You cannot submit your EOI Response Form through AusTender.
