The procurement seeks to engage a Supplier to arrange, manage, deliver and report to the Customer on a national solar panel recycling Pilot.
The Supplier will arrange for the collection of up to 250,000 decommissioned panels from around 100 sites across Australia and ensure panels are safely aggregated, transported, and recycled.
The services required include:
- planning, project management and oversight of collection, aggregation, transport, and recycling services;
- determining a nationally representative sample of different system types and geographic regions;
- identifying and/or establishing safe and compliant aggregation points to temporarily store panels prior to transport to a recycling facility;
- engaging and managing Subcontractors through open and competitive processes;
- administering payments to Subcontractors within the funding envelope;
- designing and producing an industry training module, incorporating industry guidelines, to support the safe and efficient handling of decommissioned panels;
- developing or procuring a data monitoring and reporting system;
- collecting, verifying, and reporting data; and
ensuring compliance with relevant work health and safety, environmental, and transport requirements across all jurisdictions.
Other Instructions:Potential Suppliers should review and and address the Statement of Requirements in Schedule 1 of the Approach to Market document.
Potential Suppliers should complete and provide the information in the manner requested in the Tender Response Form at Schedule 2 of the Approach to Market document, and in accordance with clause 3.0 - Tender Preparation and Lodgement.
Conditions for Participation:The Customer will exclude a Tender from further consideration if, at the Closing Time, or at any time before any resultant Contract is executed, the Customer considers that the Potential Supplier does not meet any one or more of the following Conditions for Participation:
i. the Potential Supplier exists as a legal entity;
ii. the Potential Supplier holds all Valid and Satisfactory STRs required for its entity type;
iii. the Potential Supplier holds all Valid and Satisfactory STRs required for the entity type of any first tier subcontractor that it proposes, as part of its Tender, to engage to deliver goods or services as part of any resultant Contract;
iv. the Potential Supplier is compliant with the WGE Act, where applicable and as evidenced by a letter of compliance issued by the Workplace Gender Equality Agency;
v. the Potential Supplier has not been subject to any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied any resulting order;
vi. the Potential Supplier is not, and its nominated subcontractors are not, listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth) or terrorist organisations under the Criminal Code Act 1995 (Cth);
vii. the Potential Supplier is not, and its personnel and nominated subcontractors are not, named on the Consolidated List referred to in Regulation 40 of the Charter of the United Nations (Dealing with Assets) Regulation 2008 (Cth) or otherwise subject to sanctions or similar measures under the Autonomous Sanctions Act 2011 (Cth);
viii. the Potential Supplier is not listed on the ‘World Bank’s Listing of Ineligible Firms and Individuals’ posted at: https://www.worldbank.org/en/projects-operations/procurement/debarred-firms;
ix. the Potential Supplier does not engage Illegal Workers, being a person who:
x. has unlawfully entered and remains in Australia;
xi. has lawfully entered Australia, but remains in Australia after their visa has expired; or
xii. is working in breach of their visa conditions; and
the Potential Supplier is not bankrupt or insolvent.
Timeframe for Delivery:It is expected that the Contract will commence in May 2026 and continue until 30 June 2027, with the possibility of extensions.
