The objectives of the NJRU are:

a. support and build capability for up to 30 Commonwealth-funded justice reinvestment initiatives through engagement with government, philanthropy and other key stakeholders.

b. work with Commonwealth funded initiatives and government agencies to improve justice reinvestment data and evidence collection and reporting to assess the impact of justice reinvestment in Australia.

c. promote, enhance and advocate for Commonwealth funded justice reinvestment in Australia.

An industry briefing will be held on Tuesday, 24 March 2026. Further details in the RFT.

Conditions for Participation:

The Department will exclude a Tender from further consideration if at any time before a contract is executed the Department considers that the Tenderer does not meet any one or more of the following conditions for participation:

a. the Tenderer exists as a legal entity at the Closing Time (see paragraph 8.1.9);

or

b. the Tenderer holds all Valid and Satisfactory Statements of Tax Record required for its entity type;

c. the Tenderer holds all Valid and Satisfactory Statements of Tax Record required for the entity type of any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive);

d. the Tenderer is an Aboriginal Community Controlled Organisation in accordance with clause 44 of the National Agreement on Closing the Gap;

e. the Tenderer is a single legal entity; or

f. where a consortium is being proposed, the Tenderer is a single lead entity.

Timeframe for Delivery:

Initial contract period 3 years, with up to 2 years extension options.
