In Stage 2, the Department will engage a suitably qualified service provider to facilitate Laboratory Testing of shortlisted FDI equipment. Laboratory testing will evaluate the capability of the FDI units to detect fumigants, Toxic Industrial Chemicals (TICs), Volatile Organic Compounds (VOCs) and Drug Pre-cursors (DPs) and for their compliance against regulatory standards. The functionality of the equipment will also be evaluated with reference to functional requirements at Appendix A to RFT Attachment A. Following lab testing, operational user experience testing will be conducted by representative of the Department and members of ABF to validate that proposed vendor equipment is able to satisfy the ABF User Needs. Description:

To address biosecurity threats, importers of sea cargo to Australia are required to treat shipping containers with a range of noxious gasses, also known as fumigants. If a shipping container is selected for examination by the ABF, it must first be tested to ascertain if there are fumigants, volatile organic compounds (VOC) or toxic industrial chemicals (TIC) present at unsafe levels. If they are detected in unsafe levels, the ABF, or its contracted personnel, uses an extraction device to remove the fumigants to protect staff health and safety.

Fumigant detection and identification (FDI) capability is critical to the efficient examination of cargo and the safety of ABF and contracted personnel. Without the capability to test containers for fumigants, VOCs and TICs, ABF officers and contractors would be at significant work health and safety (WHS) risk from unknown chemicals.

The Department of Home Affairs (the Department) seeks to engage suitably qualified service provider to replace the current nine (9) FDI devices and maintain the new fleet.

The successful tenderer(s) will be required to deliver the FDI units along with any accessories and peripheral equipment to the following nominated locations:

a. Sydney

b. Melbourne

c. Adelaide

d. Brisbane

e. Fremantle

f. Townsville

g. Darwin

The successful tenderer(s) will also be required to:;

a. provide a warranty/ defects liability period of between 2 and 5 years

b. manage commissioning and acceptance testing of new FDI units Provide train-the trainer training to Senior Competency Assessment Training Officers (SCATO), including necessary training materials;

c. provide ongoing support and maintenance services for the FDI units for the life of the contract (7-9 years), including remedial maintenance and the supply of consumables as required.

Other Instructions:

Tenderers should provide enough detail in their Tender against each evaluation criterion to ensure that the Evaluation Committee has a clear understanding of their offer and that all requirements have been addressed.

After an initial evaluation and shortlisting of tender responses, performance and operational testing of equipment will be conducted. A Tenderer’s equipment that is shortlisted for performance and operational testing should be available at the Department’s allocated site for operational training on the equipment, prior to the Tender trial testing.

Conditions for Participation:

(1) Tenderers must attach to their Tender a completed and signed copy of the Deed of Undertaking and Statutory Declaration substantially in the form set out in Attachment B. (2) Tenderers must include a Pricing Schedule substantially in the form of Section 2 of Attachment C. (3) All language, including in all attachments and supporting information, must be written in English. (4) Unless otherwise specified in the Statement of Requirement, all measurements must be expressed in Australian legal units of measurement. (5) All prices must be in Australian currency. (6) The Tenderer holds all Valid and Satisfactory Statements of Tax Record required for its entity type; and (7) The Tenderer holds all Valid and Satisfactory Statements of Tax Record required for the entity type of any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive). Note to tenderers: Tenderers should apply for a Statement of Tax Record and should ensure that their subcontractors apply for a Statement of Tax Record within sufficient time to meet these conditions for participation. Depending on their entity type, some Tenderers may need to apply for multiple Statements of Tax Record. Timeframe for Delivery:

Deliver equipment and training between November 2026 and March 2027 and then ongoing maintenance and sustainment services for the life of the contract (7-9 years)
