The Australian Government Department of Infrastructure, Transport, Regional Development, Communications, Sports and the Arts wish to procure services for an organisation to lead and deliver child and family wellbeing services on Norfolk Island to deliver the following objectives:
• Provide a senior staff member to hold the child protection powers, functions and responsibilities of the Child Welfare Officer under the Child Welfare Act 2009 (NI).
• Lead, manage and deliver the services of the Child and Family Wellbeing Unit on Norfolk Island through intervention, prevention, education and events programs to strengthen, promote and support child and family health, wellbeing, relationships and safety.
Other Instructions:The successful Tenderer will be required to provide a staff member to hold the office of Child Welfare Officer under the Child Welfare Act. It is anticipated that a person with suitable qualifications and experience at a sufficiently senior level within the successful Tenderer will hold this position which is subject to the Minister’s (or their delegate) satisfaction.
The successful tenderer will manage a Child and Family Wellbeing Unit located on Norfolk Island to encourage young people and families to reach their potential and to promote safety in the community through by planning and implementing early invention programs and initiatives.
Conditions for Participation:1. The Tenderer holds a Valid and Satisfactory Statement of Tax Record (STR) for the Tenderer by the Closing Time.
2. The Tenderer holds copies of valid and satisfactory STRs required for the entity type of any first tier subcontractors that the tenderer will engage to deliver goods and services as part of a contract resulting from a procurement with an estimated value of $4 million or more, including GST, as part of the tender if known at the time of the submission, and ensures, if first tier subcontractors are subsequently engaged in respect of the contract, that the successful tenderer or prime contractor holds valid and satisfactory STRs of their first tier subcontractors that are engaged to deliver goods and services as part of a contract resulting from a procurement that is valued at $4 million or more, including GST.
3. The Tenderer complies with all Relevant Legislation relating to the employment or engagement of Child-Related Personnel, and all Child-Related Personnel hold or will hold prior to provision of the Services current Working With Children Checks or other equivalent required by law or by the contract (see Part B1, section 6.6)
Timeframe for Delivery:1 July 2026-30 June 2028 with 2 x 1 year extension options (maximum end date 30 June 2030)
