The RPHCM Project focuses on reviewing, updating, and enhancing the suite of Remote Primary Health Care Manuals (RPHCM) and producing open-source digital versions. This will enable continuous real-time updating and version control to ensure the manuals remain current and responsive to emerging evidence and practices. The project supports best clinical practice in primary health care settings across central, northern, and remote Australia.
The RPHCM update process occurs every four to five years and involves clinical experts, editorial committees, and a dedicated project team to ensure the manuals remain relevant and meet the needs of remote primary care service delivery. A key priority is ensuring healthcare guidance is culturally appropriate and aligned with best practice.
The manuals are designed for health professionals, including General Practitioners, Aboriginal Health Workers, Remote Area Nurses, Midwives, Nurse Practitioners, and Allied Health Professionals. They are widely used to inform clinical practice, health service systems, education, and orientation for health professionals, particularly in the Northern Territory, remote South Australia, and the Ngaanyatjarra and Kimberley regions of Western Australia.

Intended Outcomes:
1. The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied any resulting order.
2. The Tenderer, its personnel, and any Subcontractors proposed in the Tender must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).
3.The Tenderer (and any Subcontractor proposed in its Tender) must not be named in the Consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).
4.The Tenderer:
(a) holds all Valid and Satisfactory Statements of Tax Record required for its entity type; and
(b) ensure that any first-tier Subcontractor proposed to deliver services under a contract resulting from this procurement (with an estimated value of $4 million or more, GST inclusive) also holds all valid and satisfactory Statements of Tax Record required for its entity type.
