Description:

DFAT is seeking a Managing Contractor to implement the Private Sector Development Program (Timor-Leste).

The Program objective is to catalyse inclusive economic growth in Timor-Leste. The Program will catalyse private sector investment, strengthening regional business linkages, improving business support services, and supporting women and people with disability to participate meaningfully in the economy. The Program will be an investment of up to $80 million over 10 years (2026-27 to 2036-37) (in a five-year program with optional five year extension). It will be funded by Australia, developed and delivered in Timor-Leste in partnership with the Government of Timor-Leste (GoTL).

It will work with the private sector and GoTL to deliver targeted interventions and activities primarily in the agriculture and tourism sectors and will explore emerging sectors. For agriculture, the Program aims to support values-based private sector growth to strengthen the domestic market and encourage niche high value exports. For tourism, the program will support policy reform, products and services that strengthen Timor-Leste’s regional brand, and create sustainable jobs and income.
