The Department of Defence (Defence) and the Australian Security Intelligence Organisation (ASIO) are establishing a joint panel arrangement for the provision of psychological security services.

The services required under the panel are:

1. Service Category 1: Personnel Security Adjudicative Standard (PSAS) Psychological Assessments and Related Psychological Services. Owned and managed by AGSVA (Defence); and

2. Service Category 2: TOP SECRET-Privileged Access (TS-PA) Psychological Security Assessments and Related Services: Psychological assessments and related services for TS-PA related security assessments. Owned and managed by the TS-PA Vetting Authority (ASIO).

Other Instructions:

Tenderers are encouraged to submit a tender response for both Service Categories 1 and 2.

In accordance with clause 2.6 of the Conditions of Tender, an industry briefing will be held at 10am local time in the ACT on Tuesday, 02 December 2025.

Prospective Tenderers are to provide the following details to the Contact Officer by 12:00pm (Australian Capital Territory (ACT) Local Time) on 27 November 2025 in order to attend the briefing:

a. prospective Tenderer’s entity name and ABN;

b. full name, place of birth and date of birth of each attendee; and

c. email address and mobile phone number of key point of contact.

Conditions for Participation:

In accordance with clause 3.3 of the Conditions of Tender, the Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not satisfy any of the Conditions for Participation specified in the Tender Details Schedule.

The following Conditions for Participation apply for all tenders responding to Service Category 1:

a. Clause 2.4 Preparation and Transmission of Classified Tenders; and

b. Clause 2.5 Defence Security Requirements.

The following Conditions for Participation apply for all tenders responding to Service Category 2:

a. Clause 2.4 Preparation and Transmission of Classified Tenders.

Timeframe for Delivery:

The Panel is expected to commence in July 2026
