The Commonwealth of Australia, as represented by the Department of Finance (Finance), is seeking to procure a suitably experienced and capable Strategic Property Adviser (SPA) via this Request for Tender (RFT).
The SPA supports the Property Services Coordinated Procurement Arrangements (the Arrangements) (refer ). The Arrangements aim to achieve whole-of-government property related outcomes that maximise market benefits and deliver efficiencies.
The SPA will replace the current Strategic Property Adviser Services (refer ).
The SPA develops and implements the annual Commonwealth Leasing Strategy and in doing so, will work closely with Finance and Property Service Providers to drive strategic change for Commonwealth office leasing. This includes developing strategies which aim to improve utilisation of surplus or underutilised leased space, deliver value for money outcomes and better pricing from landlords.
The SPA will elevate the impact and effectiveness of leasing transactions through the provision of accurate and timely data analysis related to the commercial office leasing market, the Commonwealth Property Portfolio and individual leasing transactions.

Finance intends to publish a pre-recorded industry briefing for Tenderers which will provide further information concerning this RFT. A link will be provided to Tenderers through an Addendum (in accordance with clauses 2.5 and 5.3 of this RFT) issued on AusTender.
Conditions for Participation:Conditions of Participation are outlined in clause 7.4 of the RFT.
Tenderers should ensure they read the Conditions for Participation in clause 7.4 carefully as they include a number of mandatory requirements that tenders and tenderers must comply with for their tender to be considered.
Tenderers should be aware that one of these mandatory Conditions for Participation is that the Tenderer, its Related Bodies Corporate and its Related Entities must not be a Property Services Provider within the meaning of the draft Deed attached to the RFT.
Timeframe for Delivery:Following a period of transition, the Services are anticipated to commence on or around 1 July 2026.
Finance is proposing an initial contract period of five years to 30 June 2031 with options to extend up to four years, taken in whole or part and in any combination of periods.
