PANEL OVERVIEW

Australia’s International Development Policy, launched in August 2023, sets out a long-term vision for how development cooperation will address the critical needs of partner countries while advancing Australia’s national interests and shared regional priorities. This policy is grounded in principles of quality, accountability, and responsiveness to partner needs, guiding how programs are planned and delivered.

The DEV+ Panel offers DFAT and other government agencies a centralised resource for accessing expert services that contribute to the delivery of international development assistance. It enables program staff to contract support across all stages of international development activities including design, procurement, assurance, implementation, and evaluation.

The Panel’s objectives are to strengthen the impact and effectiveness of Australia’s development investments, ensure DFAT and other government agencies can access timely, high-quality advice and support, and build the department’s capability to deliver international development programs with confidence and agility.

PANEL SCOPE

All services procured through the DEV+ Panel will be related to the international development sector and Australia"s international development priorities.

TERM OF THE PANEL

The Head Agreement arrangements entered into as a result of this procurement, will be for a term of up to four (4) years with two extension options up to three (3) years each for a potential total of up to ten (10) years. All Head Agreements under this Panel will conclude on 31 October 2029, unless extension options are exercised.

PANEL PHASES

The DEV+ Panel will be established in multiple phases, with each phase conducted through separate open approaches to the market.

Phase 1: Categories A through D (this procurement process)

• Category A: Design
• Category B: Monitoring, Evaluation and Learning (MEL)
• Category C: Assurance
• Subcategory C1: Due Diligence and Accreditation
• Subcategory C2: Safeguarding
• Category D: Complex Development Procurement Support
• Subcategory D1: Probity Services (non-legal)
• Subcategory D2: Procurement Evaluation Support

Phase 2: Categories E and F (future phase/s)

• Category E: Development Program Management Services*
• Category F: Specialist Development Advice*
• Other categories as required by DFAT

*Note that categories may be adjusted at DFAT’s discretion.

Other Instructions: Conditions for Participation:

In accordance with instructions in the Request documentation:

• The Tenderer agrees to contract as a single legal entity;
• The Tenderer confirms its capacity to Tender and that there is no restriction under any relevant law to prevent it from Tendering or entering into a contract with DFAT, if invited to do so, and its Tenderer’s Declaration as part of its Tender is accurate and not misleading in anyway;
• The Tenderer demonstrate they are compliant with the Workplace Gender Equality Act 2012 (Cth) (the WGE Act);
• The Tenderer holds and provides all Valid and Satisfactory Statement(s) of Tax Record relevant to the Tenderer’s entity type;
• The Tenderer, and any subcontractor known at the time of Tender, is not listed on the World Bank Listing of Ineligible Firms and Individuals, the Asian Development Bank Sanctions List, the Attorney General"s Department List of Terrorist organisations, or DFAT consolidated list or any similar List of a development donor or government or be the subject of an informal investigation or temporary suspension which could lead the Tenderer, or subcontractor, becoming so listed;
• The Tenderer, and any relevant subcontractor known at the time of Tender, is not subject to an adverse Court or Tribunal decision (not including decisions under appeal) for a breach of any workplace relations law, work health and safety law, or workers’ compensation law, or if the Tenderer is subject, that the Tenderer has fully complied, or is fully complying with the Court or Tribunal order; and
• The Tenderer, and any relevant subcontractor known at the time of Tender, complies with Australia’s Modern Slavery Act 2018 (Cth). Tenderers, and any relevant subcontractor known at the time of Tender, must take reasonable steps to identify, assess and address risks of Modern Slavery practices in the operations and supply chains used in the provision of the Goods and/or Services.
• Timeframe for Delivery:

The Panel is expected to commence from early 2026.
