REQUEST FOR TENDER FOR THE PROVISION OF SERVICES FOR THE ADMINISTRATION OF PHARMACY PROGRAMS

The Department of Health, Disability and Ageing (the Department) is seeking Tenders for the administration of an initial 28 programs, for an initial term from commencement of the Deed until 30 June 2030 and may be extended for further period(s) of up to 12 months in total (each extension option of no less than 6 months).
The successful Tenderer must deliver a fully managed Program Administration Service and Solution and ICT System that aligns with the suite of documents provided. This includes:
1. designing, implementing and maintaining a scalable Solution and ICT System that enables Service Providers to register for a Program, submit and track Claims, manage profiles and receive payments in accordance with Program Rules. The Solution and ICT System must also support data collection and storage, System access for the Department and integration of automated Claim and payment processes; and
2. end-to-end Program administration and oversight, including complaint resolution, communications, training, governance, reporting, compliance and debt management, financial management and End User support through a Call Centre and Self-service functionality. All Services must be delivered in a compliant, efficient, innovative, and continuously improving manner to ensure seamless operation over the Deed Term and each Contract Term.
Other Instructions:The successful Tenderer will enter into a Deed of Standing Offer and the Department intends to enter into an initial 7 Work Orders. The Programs that will be administered are as follows:

3. MedsCheck
4. Diabetes MedsCheck
5. Staged Supply
6. Regional Pharmacy Maintenance Allowance
7. Home Medicines Review;
8. Home Medicines Review Rural Loading Allowance;
9. Residential Medication Management Review;
10. Quality Use of Medicines;
11. Rural Continuing Professional Education Allowance;
12. Emergency Locum Service;
13. Rural Intern Training Allowance;
14. Intern Incentive Allowance for Rural Pharmacies;
15. Intern Incentive Allowance for Rural Pharmacies - Extension Program;
16. Rural Pharmacy Student Placement Allowance;
17. Administrative Support to Pharmacy Schools Scheme;
18. Rural Pharmacy Liaison Officer Program;
19. Rural Pharmacy Scholarship Scheme;
20. Rural Pharmacy Scholarship Mentor Scheme;
21. Indigenous Health Services Pharmacy Support Program;
22. Aboriginal and Torres Strait Islander Pharmacy Scholarships Scheme; and
23. Aboriginal and Torres Strait Islander Pharmacy Assistant Traineeship Scheme;
24. Opioid Dependence Treatment Community Pharmacy Program
25. Aged Care On-site Pharmacist Measure
26. National Immunisation Programs Vaccination in Pharmacy Program
27. Take Home Naloxone Program
28. COVID-19 Vaccination in Community Pharmacy Program
These Programs are collectively valued at approximately $480 million annually, with around 11,000 registered Service Providers currently delivering one or more of them. The administration of these Programs supports equitable, timely, safe, and reliable access to medicines and related services, in line with the National Medicines Policy 2022.
The successful Tenderer will be known as the Pharmacy Programs Administrator (PPA) and must provide the following:
· Implementation Solution and System ICT Services to design and implement the System capabilities forming part of the Solution;
· Ongoing Solution and System ICT Services to maintain the System and support End Users and the Department;
· Program Administration Services, including the development and implementation of Services for oversight management and smooth operation of Programs such as, governance, business processes, content management, website, free national helpline, reporting, finance management and continuous improvement of service quality over time; and
· development and maintenance of standards and procedures to support operationalisation of Program Administration Services and Solution and System ICT Services.
Conditions for Participation:· holds all Valid and Satisfactory Statements of Tax Record required for its entity type under Part 10 of the Shadow Economy Procurement Connected Policy; and
· holds all Valid and Satisfactory Statements of Tax Record required for the entity type under Part 10 of the Shadow Economy Procurement Connected Policy of any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive).
Timeframe for Delivery:Implementation will commence from the Deed Commencement Date until 30 June 2026 and is expected to be fully operational from 1 July 2026.
