The Commonwealth of Australia, as represented by the Department of Finance (Finance), issues this Request for Tender (RFT) seeking innovative, value for money proposals from suitable and experienced Tenderers with the capacity and capability to provide campaign evaluation services to the Australian Government.

The Whole of Australian Government (WoAG) Campaign Evaluation Services Arrangement (CESA) is a coordinated procurement established by Finance to service the diverse campaign requirements of Government entities and will be mandatory for Non-Corporate Commonwealth Entities to evaluate all Australian Government advertising campaigns with expenditure equal to or above $500,000 (exclusive of GST) (excluding campaigns developed by the Australian Electoral Commission).

The CESA will replace the current Whole of Government Campaign Evaluation Market Research Services (SON3896690).

The Successful Tenderer will evaluate the impact and effectiveness of government communication campaigns across target audiences and campaign channels. Central to this role is the provision of evidence-based insights that inform campaign design, delivery, and future planning. The Successful Tenderer will also foster a culture of learning and capability building that elevates government campaigns.

Industry Briefing

Finance intends to publish a pre-recorded industry briefing for Tenderers which will provide further information concerning this RFT. A link will be provided to Tenderers through an Addendum (in accordance with paragraphs 4.2 and 5.3 of this RFT) issued on AusTender.

Information Sessions

Finance may provide Tenderers with the opportunity to attend information sessions to provide further information to assist Tenderers in responding to this RFT, if required, in accordance with paragraph 4.3 of the RFT.

Related Services

Separate to the CESA RFT, Finance recently approached the market to establish the Government Communication Campaign Arrangement (GCCA) (see FIN-2025-GCCA-RFT). While synergies exist between the CESA and GCCA, the GCCA is an entirely separate procurement and contracting arrangement from the CESA.

In accordance with paragraph 1.3 of the RFT, Tenderers who submitted a response to the GCCA RFT process are not automatically precluded from participating in this CESA RFT process (or vice versa). Tenderers should consider the obligations set out in paragraph 1.3 of the RFT when participating in this RFT.

Conditions for Participation:

Conditions for Participation are outlined in paragraph 7.1 of the RFT.

Timeframe for Delivery:

Services will commence on or around 1 July 2026.

Finance is proposing an initial contract period of four years to 30 June 2030 with options to extend up to four years, taken in whole or part and in any combination of periods.
