The AFP invites Tenders for the provision of a development and long-term lease of a purpose-built, high-security facility in Greater Brisbane. The facility will support AFP operations under a long-term lease (proposed as an initial 30-year lease term, plus option periods) in accordance with this Request for Tender.

This notice also advises potential Tenderers of an opportunity to attend an industry briefing in-person or online. Details of the industry briefing:

DATE: 27 October 2025

TIME: 10:00am (Brisbane local time)

LOCATION: To be confirmed via an addendum to this notice.

Attendance at the industry briefing is optional. Tenderers should provide written notice to the Contact Officer by 4pm, 23 October 2025 (ACT Local Time) setting out the names and contact details of no more than two (2) representatives to attend the industry briefing. Attendees who have not been notified to the Contact Officer by this time may be refused entry to the industry briefing. Tenderer representatives must report to the Contact Officer at the location for the industry briefing at least 15 minutes before its commencement.

The AFP may conduct security vetting and other screening of persons nominated to attend the industry briefing.

The AFP may refuse to allow any person to attend the industry briefing including if the AFP is not in its absolute discretion satisfied with the results of security vetting or screening conducted for the relevant person.

Conditions for Participation:

The AFP will exclude a Tender from further consideration if the Tenderer does not meet any one or more of the following conditions for participation:

a) the tenderer holds all Valid and Satisfactory Statements of Tax Record required for its entity type; and

b) the tenderer holds all Valid and Satisfactory Statements of Tax Record required for the entity type of any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive).

Note to tenderers: Tenderers should apply for a Statement of Tax Record and should ensure that their subcontractors apply for a Statement of Tax Record within sufficient time to meet these conditions for participation.

Depending on their entity type, some Tenderers may need to apply for multiple Statements of Tax Record. Further information about this is available at https://www.ato.gov.au/business/bus/statement-of-tax-record/.

a) the Tenderer must:

i) be able to provide the Requirements within the Greater Brisbane Central Business District and its surrounds.

b) the Tenderer must adhere with all relevant Australian standards and the National Construction Code for it to be able to perform the Requirements tendered for in accordance with applicable laws.
