Specifically, the department is seeking Proposals that can:

1. Demonstrate that the proponent’s laboratory services have the capability and capacity to support implementation of the HTLV-1 Guidelines’ recommendations.

2. Provide a gap analysis to determine if there are any gaps for HTLV-1 testing and PVL testing in the current HTLV-1 Guidelines: https://htlv1.guidelines.org.au

3. If a gap or gaps are identified, provide a proposal for a project (or projects) to fill the gap (or gaps) raised.

The Department is seeking the following services:

1. PVL testing services as per the current HTLV-1 Guidelines.

2. If necessary, a project to fill any gap or gaps for HTLV-1 testing and HTLV-1 PVL testing arising from the current HTLV-1 Guidelines.

Other Instructions:

The objectives are to:

1. Provide laboratory services to support implementation of the HTLV-1 Guidelines’ recommendations.

2. Identify if there are gaps arising from recommendations of the HTLV-1 Guidelines in relation to HTLV-1 testing (including PVL testing), and if so, to remediate these gaps.

3. Increase HTLV-1 testing and/or HTLV-1 PVL testing capability and capacity.

The Department invites proposals from laboratories that can:

• Build and maintain culturally sensitive and respectful relationships with Aboriginal primary health care providers in areas of high HTLV-1 prevalence.

• Coordinate collection of HTLV-1 PVL samples from HTLV-1 high prevalence areas, considering regional issues such as transportation and weather (i.e. heat and humidity).

• Conduct PVL testing of samples from HTLV-1 positive pregnant people from areas of high HTLV-1 prevalence.

• Identify gaps in current HTLV-1 molecular testing practices and undertake work to fill those gaps (if applicable).

• Provide evidence of validation data to support HTLV-1 proviral load testing being used to fill the testing gaps identified.

• Collect data on the number of samples tested by jurisdiction (NT, WA and SA) to inform quarterly reporting to the Department and development of a cost estimate (if applicable) for continuation of the project beyond the initial contract period.

Conditions for Participation:

1. The Proponent must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied any resulting order.

2. The Proponent must have medical testing accreditation compliant with Australian Standard AS 15189, under the scheme managed by the NATA/RCPA and authorised by the National Pathology Accreditation Advisory Council (NPAAC), and produce documented evidence if requested.

Timeframe for Delivery:

The Term of the Contract is from contract execution until 30 June 2026. There is an option to extend the contract by up to 2 years, to be taken in any combination of periods, not to exceed to 30 June 2028.
