The Commonwealth, through the Department of Defence, is undertaking a review of the home ownership assistance provided to members of the Australian Defence Force (ADF) through the Defence Home Ownership Assistance Scheme (DHOAS).

The Defence Home Ownership Assistance Scheme (DHOAS) is established under the Defence Home Ownership Assistance Scheme Act 2008 (Cth) (DHOAS Act) to provide Australian Defence Force (ADF) members with assistance to achieve home ownership.

The DHOAS forms one element of the Australian Government"s initiative to increase ADF recruitment and retention.

The scheme is administered on behalf of the Commonwealth by the Department of Veterans’ Affairs.

Other Instructions: Conditions for Participation:

The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer:

a) does not hold an Australian Credit Licence;

b) is not an Authorised Deposit-taking Institution (ADI);

c) is not capable of making and managing loans to borrowers, including by originating and underwriting loans and maintaining loan accounts; or

d) does not comply with clause 2.5 (Defence Security),

where each of the above is a "Condition for Participation".

Timeframe for Delivery:

Panel commencement date is 01 July 2026 for an initial term of 7 years with extension options.
